Some context: The Korean War has recently ended with the signing of the Korean Armistice Agreement between the USA, DPRK, and PRC. USA and PRC cannot escalate due to war exhaustion. Stalin's recent death has caused a power struggle in the USSR. USSR cannot escalate. The First Indochina War is ongoing, although France sees victory as uncertain. North Vietnam is fighting France, while the South Vietnamese government remains in support of France. Both NV and SV have freedom to proceed, though Dien Bien Phu will still happen regardless of your actions. 1953 2nd half turns will be below this line:

USSR 1953 2nd Half
Commitment: 3 Power struggles after Stalin's death have led to Malenkov and Beria dominating the Politburo for the time being. Seeking to distance themselves from Stalin's legacy and focus inward, the Politburo decides to keep the current level of commitment in Indochina. Further, the Politburo orders: Military Research
Further modifications to the T-54 design is ordered, especially the installation of a night vision device for the occupants. 4 for success. EgpStmoH (this is the first roll) The system malfunctions, and the designers need to go back to the drawing board.
Sergei Korolev submits his designs of the R-7 rocket for assessment. 4 for acceptance, a higher roll means helpful adjustments are made. (this is the second roll) Korolev's designs is accepted with many helpful revisions. The rocket can both be used to deliver scientific and military payloads. Space Race

Commitment: 3 Solely just the MAAG (Military Assistance Advisory Group) assigned to the French Indochina region at this point. Advisers plus the monetary aid (including military hardware as well) is the extent of how much America is assisting France+South Vietnam currently. Thomas J.H. Trapnell is right now leading the group and serves as the U.S. top advisor to the French for the First Indochina War. The specific classification of the MAAG:Indochina is technical staff persons, and also has full privileges of a U.S. Diplomatic mission. Dwight D. Eisenhower is the 34th president of the United States of America. Indochina Intervention Initially, $10 million worth of military hardware was given to France to use in Indochina a few years ago, and the MAAG was to supervise the usage. PRC 1953 Second Half
Commitment: 3 - Military Advisors
After signing an armistice agreement to end Korean War, PRC became war exhaustion. Its desire is to withdraw any trouble and sustain peace with other great powers. Due to his astonishment about news regarding PRC, Mao Zedong, the chairman of the communist party, CPC, sinks in his desperate world after learning that PRC slides into a pool of rejection from Soviet Union regarding membership of U.N. There are not much active roles going on in second 1953 except Chinese’s eye with certain groups of anti-French Vietnamese troops called Viet Minh.
Military Research:
No necessary action is required to be taken for a few years due to a bottom-cultivating role in this power.
Counter-Espionage:
Espionage agencies in Beijing issued a debate regarding prevention of further prying from U.S. Central Intelligence Agency to steal secret plans of an assistant with Viet Mihn during the battle at Dien Bien Phu Province. A roll of 4 leads succession with enhanced surveillance equipment if funding permits with succeeding reputation with other non-communist countries. 05Eca5If
The roll of 2 means Beijing is forced to use the traditional way to protect its sensitive information using guards and towers rather than equipment to make prevention easier. Unfortunately, PRC's reputation has gone steep a bit and the request for funding is declined.
Indochina Intervention:
PRC continues to supply necessary materials and resources to Vietnam’s old name (Viet Mihn) to assist its battle at the Battle of Dien Bien Phu.
Crisis Mechanic:
Politically, PRC’s involvement doesn’t do draw much attention due to heavy tension between Viet Mihn and France. Chinese finger slowly lifts up toward Ho Chi Minh’s strategic plannings.

South Vietnam. Second Half of 1953
Tensions are rising in the country as the French find it increasingly difficult alongside their Vietnamese subjects to eradicate the Communist menace that lies within Northern Vietnam and has made cells in the Central and Southern parts of the country. Emperor Bao Dai invests his energies (or is made to "invest" said energies) to keep his entire country outside of the reach of the Communists. Closer cooperation from the Americans is sought after as they seem to be the only ally worth trusting.
Military Situation The military isn't as experienced or trained as their Communist counterparts are, that is one cause of the succession of losses for the French and the Vietnamese, with the hardware being used by the VNA (Vietnamese National Army) being rather outdated as the French aren't in the mood to share their newer American hardware with their colonial subjects, causing distrust among the VNA for the French. There are rumors going around within the military circles that the French are losing really badly and that the situation will become dire in the next few years if things stay the way they are. There are also rumors that General Do Cao Tri is going to become the next commander of the Airborne Division, one of the finest units the VNA has right now.
Threats Within The Viet Minh is said to be organising it's cells in the country as previously mentioned. However a new threat has also emerged in the form of Binh Xuyen, who used to be thugs but are gradually turning towards Marxism-Leninism, some generals within the Army like General Nguyen Van Hinh allege that these people are probably being funded by Ho Chi Minh and his "nation" though as of yet these seem to be only allegations.

North Vietnam 1953, 2nd HalfThe tide of the war against France is slowly turning more towards the Viet Minh. While there have been a few setbacks, operations against the French army have been mostly successful. And with the end of the Korean War, more supplies from China are expected soon. Ho Chi Minh and the North Vietnamese government seeks closer relations and more supplies from both China and the USSR, in the hopes of striking a decisive blow against the French soon and securing true Vietnamese independence. MilitaryThe invasion of Laos, started in April and headed by Vo Nguyen Giap, is continued in order to strain French forces even further. The invasion fails to make much headway against the Lao and French defenders, but succeeds in convincing the French to change their tactics; they recapture the airfield at Dien Bien Phu in order to defend Lai Chau, dropping in several battalions by air and sending the majority of their supplies in by air as well. Giap, seeing an opportunity, begins surrounding the base in preparation for a massive assault soon. Elsewhere in northern Vietnam, the French have been repelled during attacks on the Red River delta, although the Viet Minh has lost supplies due to successful French raids there and north at Lang Son. In the southern areas of the country, cells are being organized for future action against the southern government. ForeignThe North Vietnamese government appeals to both China and the USSR for more aid against the French. However, neither country increases their support, so the Viet Minh must do without, at least for the time being. Intelligence has reported that French-American relations have come under strain, which the government hopes to exploit if true.

Below the above line will be turns from the first half of 1954. What to know: The battle in Dien Bien Phu results in a decisive victory for the Viet Minh. The French force is practically annihilated and French morale plunges. This has led to the topic of Indochina coming into focus in the ongoing Geneva Conference discussing Korea. Players are expected to simulate Geneva Conference negotiations. There were prominent issues in the RL Geneva Conference: the partitioning of Vietnam and the conduct of elections. To summarize the stances of the major players in the RL conference: The US and SV refused to accept any partitioning and only accepted elections overseen by international observers due to concerns of meddling by NV. US agreed to intervene further only if the UK and France joins in support. The UK favored a negotiated peace deal - partitions and the like. France wanted to partition Vietnam to preserve some traces of colonial rule, though the fall of their nationalist government led to a more pacifist France. In RP, consider the French government as precariously hanging on the balance after Dien Bien Phu. NV and PRC wished to avoid US intervention while securing as advantageous a situation as possible: a more southward partition and elections overseen by local commissions. USSR proposed a commission chaired by India and filled with an equal number of communist and NATO states. Players may follow the historical stances or experiment. Public negotiations will be done in thread but secret, PM-based negotiations are allowed.

First Half of 1954 War on the Binh XuyenAt present the combined military strength of the VNA (Vietnamese National Army) is around ~180000 men while the Binh Xuyen have around 8 battalions which is roughly 5500 men. A plan is devised by General Le Nguyen Hinh and Colonel Le Nguyen Khang to eradicate these so-called "VNA Formations" after numerous reports are received by the Government that the BX are killing anyone they deem to be their enemy. Add to that the massive looting and pillaging the areas of Tan An and Long Thanh. 5000 men each are dispatched to both the locations. 5000 men surround the Long Thanh Stronghold. An 8 is needed to defeat them 2NdHjicKThe town's taken over but some 500 men escape to the Tan An Stronghold 7500 men surround the other stronghold. Need a 9 this time. A catastrophic failure, around a 1000 men are killed on our side. Trying again, 7 needed Around 1000 men escape to the North ( Santa Anna), around slightly over a battalion out of the seven initial battalions that were present ······Around 3000 men were killed on our side. Governmental rule is re-established in the area after some men are stationed in the towns. Political:40000 troops are stationed in Thanh Hoa and Nghe An provinces in the North as the government slowly comes to the realisation that the country will be divided like Korea. The men are sent there to bolster claims of adding those provinces and everything south of them to a future anti-communist Vietnam. Diplomacy: Requests from the South Korean government for military assistance are approved and as a result, the White Horse Division (9th Korean Infantry Division) is shipped out to Saigon and is tasked with the defence of Saigon. Monetary compensation will be given to the Korean government in return on a yearly basis.

North Vietnam 1954, 1st Half
Domestic
Civil administration of North Vietnam is transferred to the Viet Minh until the government is able to be stabilized. With the majority of their focus on military affairs, only one major domestic action of note happens: land reform. The government seizes land from landlords judged to be enemies of the regime and distributes it to peasants, with priority being given to Viet Minh fighters.
Military
At the close of operations at Dien Bien Phu, the Viet Minh numbers roughly 250,000 soldiers. With the French all but eliminated as a threat, the Viet Minh is able to turn its attention towards the South Vietnamese. First, the cells operating in the South are activated. With roughly 10,000 men operating outside of North Vietnam, they are given orders to carry out hit-and-run attacks against key targets in South Vietnam, disappearing into the jungle when necessary. However, due to the need to be better armed, the cells will not be completely ready for action for a while yet. Further north, the army has a far greater threat on its hands: the VNA's position near Hanoi's doorstep. And with the realization that peace and separation will soon be forced upon Vietnam by the USA, PRC, and the USSR, the Viet Minh decides to act quickly to prevent Thanh Hoa and Nghe An provinces from being lost to South Vietnam. 60,000 troops are quickly sent to contest the forces stationed there. The troops first attack the VNA in Thanh Hoa city and Ngoc Lac. Given the numerical superiority, a 6 on each attack will carry the city.

Ngoc Lac:
Both attacks are a resounding success, with the enemy in both cities fleeing at a cost of only 5,000 casualties at Thanh Hoa and 3,000 at Ngoc Lac. Next, the Viet Minh seeks to rout the enemy from the west and south of the province. 20,000 troops are sent west to engage the enemy there, while 32,000 are sent south to sweep the enemy from Nong Cong. Given the difference in numbers, an 8 will be needed to rout the enemy in the west and a 7 for the enemy at Nong Cong.
West:
Nong Cong:
Both operations are failures, with the Viet Minh being pushed back at Nong Cong, suffering 8,000 casualties, and completely routed in the west with 10,000 casualties. In the west, the Viet Minh decides to call for reinforcements and pin the VNA there until they can be removed for good. But in the South, 10,000 reinforcements arrive, and the Viet Minh tries to push the VNA out of Nong Cong once more. A 7 is still necessary to win.
The second attack goes even worse than the first, losing another 10,000 casualties. Here, too, the Viet Minh decides to settle and wait for overwhelming reinforcements to be sent and crush the VNA for good. ·········

USA 1954 1st Half
Commitment level still holding at 3 Indochina InterventionConsiderable sums of money is currently outgoing from USA to France for the First Indochina War, but after seeing the highly embarrassing disaster of Dien Bien Phu (only if France had listened...), Trapnell and the Pentagon concludes in agreement that the flow of funds must cease in favor of a better capable ally. All military-related funding intended for the Indochina situation that was previously going to France is now promised to South Vietnam ( Frederick the Great)'s VNA directly, now 1954 and onward beyond this point. Trapnell insists that the original condition of American aid formerly to the French armed forces (direct supervision of fund expenditures and usage of American equipment on the behalf of the American taxpayers) should still remain attached to the aid now given to South Vietnam. France's response should be fairly understanding since they had led themselves to this conclusion in dismal failure and given USA a casus rationale. 2 or better for France not protesting the diverting funding fZ5nesVrAnd the result is...a 5, Effect: France does not protest the funding now going to VNA directly instead of the Far East French Corps.Also for furthering French-American cooperation in the future, Eisenhower repeats his prior offer of Atoms for Peace (in private to France), as a tantalizing offer to restore relations. Tons of Highly Enriched Uranium is on the table (or rather under the table this time). The one in Geneva Conference is for the influence mechanism, this one here is for the diplomatic relations. 4 or better for acceptance of the modified proposal of exporting uranium to France And the result is...a 5, Effect: France accepts the offer of uranium and starts its program of nuclear power production, relationship is also gaining ground at last.The French problem is solved and set aside as for now, pending further resolution in the Geneva Conference (presumably a withdraw of French armies is expected)... USA now turns to the VNA of South Vietnam, and its dire situation of being on the attack by the Viet Cong in the northern half of Vietnam in the present sense. An increased presence would be quite nice, but beyond sending more advisers and equipment, the hands of the USA military is tied at the moment. Immediate shipments of M24 Chaffee and M4 Shermans are sent overseas to the three large ports of Saigon, Da Nang, and lastly Hue as well. Stockpiles of 100,000 M1 Carbines & corresponding .30 ammo were also deployed at each of those locations. The MAAG:Indochina group also deploys a large corp of trainers preparing to assist the VNA in using heavy and light weaponry in those shipments. The advisory group is granted an immediate expansion from 327 jumping to 976, nearly tripling now. Military ResearchWhile M4 Shermans are in abundance and could be put to good use all over the world, it's high time that we modernize from the WW2 standpoint. The USA's military deserves the best of the era, nothing else will do! The famous M4 Sherman tank needs a true successor in this decade, designs are already proposed and prototypes made, but full production hasn't been in effect yet. Rolling for success in implement the plans to mass-produce M48 Pattons. Cross my fingers and hope for something like 4 or better... >.< And the result is... a 4, Effect: M48s are now beginning to roll off the assembly line. Order of 5,000 are being placed.The NACA still knew all along that true super-sonic flight do necessarily require application of the Area Rule in constructing better, faster, stronger jet planes that can easily surpass the sound barrier and even further in the future. PRC First Half 1954

After laborious supplies and supports with Viet Minh during the Dien Bien Phu, Mao Zehong learns that French has lost its battle and desperately disappoints USA. Zehong doesn’t wish to involve too much on the table during Geneva Conference.
As the Communist China Party leader, he considers to make some influence toward South Vietnam to convert this anti-communist into Chinese movement called Maoism. Beijing calls a council surrounding governors and political leaders and attempts to contact Saigon regarding this risky matter. Roll of 5 results a consideration and some debating among nationalists and politicians, angering them. 7 leads South Vietnam into an anarchy for 2 years prior the transition to communism.
Civilizations in Saigon began a mutiny after hearing some broadcast from Beijing. All governmental operations have shut down, undergoing anarchy for SV.

Below the above line will be turns from the second half of 1954. What to know: We have a new USSR! Victor Katz will be the new resident of the Kremlin. PRC: Zhou Enlai has been exiled to a village Shaanxi due to the perceieved Chinese inaction in Geneva. In his absence, a faction led by Zhu De and Peng Dehuai pushing for aggressive intervention in Indochina has gained prominence. To address the supposed failure of past Chinese efforts, they propose increasing commitment in Indochina. Effect: PRC must increase commitment, or face a no-confidence vote (min 3 for success)
USA: A cover story ran in the New York Times has accused South Vietnam of snubbing USA in the Geneva Conference. This has led to a comfortable Democratic gain in the midterms, creating the threat of a divided government come 1955. The administration can compromise with the hawkish Democrats led by current Senate Minority Leader LBJ or the doves led by Independent Senator Wayne Morse to secure a majority. South Vietnam: Second-Half of 1954.
On-the-Ground Situation:
After the 40000 men that were sent to occupy two provinces of Northern Vietnam and 25000 of them return back to the country with the bulk being stationed in the Hué-Da-Nang Defense Area, a military district especially carved out to defend two of the most important cities in the country. These men, that were only 40000 by the start of the Communist Offensive, after sacrificing 15000 of the best men Vietnam had to offer managed to murder 39000 Communists keeping Nong Cong safe from the enemy. Nong Cong later became dubbed as the "Graveyard of the Communists" where the ASVN managed to repeatedly slaughter the Communists after the initial setback all over the State of Vietnam. The returning men are greeted by jubilant crowds of the Southern Vietnamese as news reaches to the people that the country has been divided and the Anti-Communist Vietnam has gained a significant amount of territory from it's precursor, the Empire of Vietnam. Safe passage is given to any and all VC and NV regular combatants and non-combatants while people move between both the newly-independent countries.
Political Situation:
With the Independence of the Empire of Vietnam from France the country became divided into two much like Korea. The State that existed in the South is now called officially as "The State of Vietnam" with Emperor Bao Dai retaining his position as the "Emperor of the Vietnamese".
In October of the same year, a meeting is held by the 18-member cabinet of the Prime Minister, Ngo Dinh Diem, the meeting also includes Major General Tran Van Minh of the Air Force as Advisor to the Prime Minister by the Air Force and Brigadier Le Van Hung as Advisor to the Prime Minister by the Army and Commander Le Quang as Advisor to the Prime Minister by the Navy.
The military officers make their demands clear to the Prime Minister in private. He will NOT transition the country to a Republic and he will draft the constitution of the Nation declaring all Vietnamese in the country to be equal. Failing to do so the military shall leak his previous records of collaboration with the Japanese, Communists and even with the Americans and will do whatever it takes to tarnish his, his Party's and his family's reputation. If he complies, the power will be in his hands as a result and authority to give his approval over promotion of Colonels and Generals as well will be given over to him.
Military
The military is accordingly renamed as well, now being known as the State of Vietnam Military Forces (SVMF), which has three organisations. The Army of the State of Vietnam (ASVN), the Air Force of the State of Vietnam (AFSVN) and the Navy of the State of Vietnam (NSVN) becoming it's military organizations. By decree of the Emperor, General Cao Van Vien, the most experienced Vietnamese general, is promoted to being a four-star general and becomes the Chief-of-Staff of the SVMF.
Meanwhile, Brigadier-General Nguyen Ngoc Loan is named as the Chief of State of Vietnam National Police, a fervent anti-communist, he will slowly create a secret police unit designed to infiltrate into the Vietnamese society and root out the Communists from it.
Le Van Hinh is appointed head of the Air Force, a highly-decorated and competent man he is expected to build the nation's Air Force from the ground up.
The Army currently stands as ~280000 men with most of the experienced formations guarding the borders and the inexperienced ones being trained and armed by American and French hardware at their disposal. Apart from these men ~200000 militiamen are recruited as well with a decent pay so as to keep a pool of men ready for combat after receiving some additional training.
Infrastructure Development The American idea of expanding Vung Tao's port is accepted. Construction on the port begins in July and will be completed by the end of next June

USSR, with the new leader Khrushchev has completely stabilized, with Nikita Khrushchev as a clear winner of the power crisis after the Death of Joseph Stalin. The Politburo decides for the increased commitment in Indochina. Military Research
The development of the delta wings in a supersonic bomber continues after recent failure. Roll of 4 or more for success. XJ7JEI3c 3. The tests have been proven to be a success but the prototype of the craft malfunctioned at the test drive near the Kremlin. Though the scientists' morale is still high from the development of the prototype, Khrushchev is deeply disappointing, considering decreasing funds for the research, putting the spare money to Indochina. Khrushchev has ordered the Totskoye Military Exercise to be held. The main purpose of the exercise is to prepare for the worst: Nuclear War. Marshal Georgy Zhukov and Marshal Leonid Govorov. Roll 3 for a successful exercise. The exercise was a success, giving soldiers experience and confidence for a war which may break out. The army morale has also increased, and the military experts are now developing military doctrines. The Space Race
