We have no interest in dealing with warmongers. I remind you South Vietnamese has broken the agreed peace twice, one of which lasted less than a day. We can withdraw our troops from Vietnam, but you must not only withdraw your own soldiers as well, but also embargo, or take similar action, against South Vietnam for their offences against peace. We see no reason why you can blockade Cuba but not South Vietnam.

The construction of the wall has been successful in placating the leaders of eastern Europe, but it has drawn organic resistance among the people, not even directly related to the US agitation efforts. Consequently:

All European Soviet-backed countries whose Communist aggregate is 6 or lower are in crisis. Any of them could become another Hungary. These are: East Germany, Poland, and Bulgaria.
The USSR may:

1. Send forces to these countries to actively repress the protests. The Soviet will win 1 influence point in each of them, as well as in Romania, Czechoslovakia, and Albania, but he'll have to pull half his troops out of Indochina
2. Allow free elections in each of them. This will require him to roll one d6.
If the result is a 1 or 2, US influence in the country will become 6. The Soviet's influence will be one-half of what it was previously. Center-right (1) or Center-left (2) parties will be firmly in power, and the Communist party will be an afterthought.
If the result is a 3 or 4, influence will be an even split between the Soviet and the US. An anti-communist Grand Coalition of Center-right to Center-left (3), or a coalition between the center-left and the Communist party (4) will hold power.
If the result is a 5, Soviet influence will settle at 5, but American influence will not increase from the event. The Communist party will democratically retain power, but it will be dependent on outside backing from other left-wing parties.
If the result is a 6, Soviet influence will rise to 7. The Communist party will have a majority.

The Soviet shall sum the dice rolls for reference in the next phase.
If the sum is 3, the Soviet will face a confidence vote with 3 minimum, and this event will hit Czechoslovakia and Romania immediately.
If the sum is lower than 8, this event will hit Romania and Czechoslovakia next phase.
If the sum sits between 12 and 6, the GM will roll dice to decide its effect on Romania and Czechoslovakia.
The Soviet will also receive +1 influence in Bulgaria.
3. Allow elections, but rig them. The above procedure will be followed, but the Soviet will be allowed to roll an additional rigging die for each country. One-half of the rigging die's result will be added to his result (if he gets a 1 in the election in East Germany, but a 6 from the rigging die, his net result will be 4). However, the US may sacrifice his espionage roll to expose election interference in two of the three countries, of his choice, and make it go the other way.

Moreover, the US may sacrifice his espionage roll, if he hasn't done so for exposing election meddling, to roll for influence in all of Europe's eastern bloc members. US influence roll results will be in addition to whatever results from the Soviet acts.
Lastly, if the sum of election results is 12 or lower, Finland will have its US influence rise by 1. De-Finlandization, in other words, will result from Russia's relaxed posture.

The USSR chooses to allow free elections in each of the nations. Molotov says the Wind of Change shall blow upon Eastern Europe. The Bolsheviks decided it is best to focus the Soviet Forces in Indochina, as matters are more severe there. The Soviet Leadership can only pray for the elections to go well...

North Vietnam 1959, Last Third

The last 4 months of the year begin with crisis upon crisis for North Vietnam, with their forces south of Hanoi battered, the forces in Haiphong pushed back, and those north of the Red River barely hanging on north of Hanoi. Add to this the problem that the military has been increasingly unable to draw in new recruits, and the situation looks pitch black for all those continuing the fight. Preparations are well underway for the guerilla war to come, but the regular army is determined to take as many Southern troops out as possible before that day comes. The last 100,000 troops in Laos are immediately recalled.

To achieve this end, the army intends to reclaim its footholds around Hanoi and hang on for as long as they can. The forces formerly in Dong Lac take time to regroup, reinforced by 30,000 newly arrived militia troops, and while the South is busy attacking areas north of the Red River, they strike.

The artillery performance is mediocre, but the air force proves its resilience yet again, doing heavy damage to Southern positions. After this, the force of 280,000 troops strikes:



The battle results in a badly-needed, albeit slim, victory for the North. Immediately after securing the town, as many reinforcements from the North as can be spared are sent to the city, with trenches and other fortifications built to protect the 350,000 troops, who are given crash courses in urban warfare. Their aim is not to hold on forever, but to make it painful for the South when the city does fall.

North of the Red River, the main focus is to resecure the grip on the areas north of Hanoi. The troops hanging on in the area are reinforced with the remainders of the garrisons from Haiphong and An Khai while they receive as much air power as can be spared. Towards the end of November, the 350,000 strong force launches bombardments:

The air force is on a roll, but the artillery manages to perform even better. Moderate damage is done to the half of the positions controlled by the South. Afterwards, the force strikes:



And just as soon as the army got some steam going, it fails awfully. After this somewhat embarrassing defeat, some troops in the surrounding areas are sent in as reinforcements, and another assault is made:



This time, the end result is much better, with the South being forced back to where they were before November.

Next, the troops join with the force recently kicked out of Son Tay to retake the city. First, the bombardments:

The air force has lost some of its zeal, but it and the artillery still succeed in preparing the ground for the Northern advance. The attack proceeds with 500,000 troops:



This failure is only slightly less bad than the first one. After time for recovery, another attack is done:



This time, the force narrowly takes about half the city. With time running out for the year, one last effort is made at securing Son Tay:



Again, Son Tay is barely taken from the South. Once done, the forces originally north of Hanoi return to their positions, while more troops are brought in to replace them, and both locations are given the same treatment as Dong Lac. As many guns and tanks as possible are brought to the three locations to try and withstand the Southern onslaught.

While all this is ongoing, the Viet Cong undergoes more training, boosted by 50,000 of the recalled militiamen. After a few weeks, the troops are set loose on frequent raids on Southern supply lines south of Hanoi and positions around Hanoi, mainly Hung Yen, An Khai, and Phu Ly. Rolling for their success:

These raids prove surprisingly effective against the Southern troops at all 3 locales, disrupting their flow of supplies/troops and forcing them to stay on their toes. Some of the supplies are able to be saved and used by the guerillas, which increases their effectiveness even more. The guerilla war is off to a decent start.

The Chinese agents are tasked to collaborate with the Viet Cong and to sabotage the South Vietnamese.
They resume gathering intel on enemy movements, especially on military convoys.

The operation was extremely successful. This would help bolster sabotage activities.

Operation Menshen (Threshold Guardian)

Battalions from the 5th Army attack Thai forces in Tonphueng and Huay Xai (At least 5,000 men for each)

Both areas are secured and the Thais are pushed out of Laotian soil there.

The rest of the Southern division (40,000 men) marches towards the Ho Chi Minh Trail to secure it under the control of Laos.


Counter-Attack in Vietnam

6th and 7th Army (250,000 men each army) enter Vietnam and head to the frontline.
6th Army marches through Tu Son and into Hai Duong.
7th Army marches through Chi Linh and join 1st Army in Hai Duong
3rd Army retreats and reorganizes in the hills before marching north

4th and 6th Army bombard Hanoi again throughout the entire few months.

The bombardment isn't as effective as before, but suffices in causing some casualties and annoying the South Vietnamese.
Both armies continue entrenching in positions outside of Hanoi.

Meanwhile, 1st Army attacks An Khai with the 2nd Army.

It's ineffective, and the enemy garrison remains largely unaffected.
Undeterred, and outnumbering the garrison, both armies attack from both sides.
A minimum of 14 is needed for total victory.

With about 400 planes assigned to Indochina (Laos and Vietnam), the battle for the skies rage on.

1960 and beyond:

As the world rings in the year 1960, it is quite clear that the US is winning. The triumph of non-Communist governments in East Germany and Bulgaria, coupled with the dominating position of America and her allies in Indochina, leaves little doubt to who the winner is.
While America can't occupy the heartlands of her chief adversaries (neither the Russian nor the Mainland Chinese populations will swallow that quietly, and the US can't subjugate such masses by force), it can isolate and weaken them.

In Indochina, pro-American governments take hold, though it takes a few years to end the rural insurgencies of the Viet Cong, Pathet Lao, and co.

The Chinese and Indochina matters are ultimately all resolved in the Treaty of Honolulu, a crowning accomplishment of POTUS Richard Nixon's first term, in 1963:
PRC cedes Formosa, Hainan and the island chains, as well as the right to China's UNSC seat and other treaty privileges, to ROC.
ROC cedes the rest of China to PRC.
ROC and PRC recognize the independence of the Tibetan people.
PRC ceases support to Communist insurgents in Indochina.
Laos and Vietnam pardon insurgent leaders, including the elderly Ho Chi Minh.
The Pathet Lao and Viet Cong lay down their arms.
PRC gains international recognition.
PRC ceases support to North Korea, and pressures the latter into unification talks.

Meanwhile, in Europe, as satellite states peel away, so does Soviet standing worldwide. African and Middle Eastern countries, no longer perceiving the USSR as offering a real alternative, turn instead to the west out of necessity. While the US tries for a time to wrangle a peaceful "New Middle East" out of this region, it eventually resorts to just supporting friendly regimes.
The USSR itself starts to crumble, lacking the captive markets of its satellite states, ultimately dissolving in 1973.

However, even while it is humiliated on the world stage, PR China's economy takes off as a source of cheap labor, even earlier than in our timeline. Its economy grows and strengthens, becoming a serious challenger to the USA by the 21st century. Through this economic influence, China begins to make up lost ground in the parts of the world America has neglected, and slowly also in areas the US has been kind to.

Vietnam thrives as a prosperous regional power, slowly establishing its own universities, middle class, and prominence. Laos is its laggard little sibling, and does not boom in this way.
