South Vietnam. Second Half of 1955 International AffairsNews reaches to South Vietnam that a Soviet military mission has been successfully deterred by our American ally, causing much pro-American sentiment to rise in the country. The people slowly start to realise that the unification is inevitable, but under the leadership of Ngo Dinh Diem. Internal AffairsThe Personalist Labor Revolutionary Party, AKA the "Can Lao Party" ran by Ngo Dinh Diem and Ngo Dinh Nhu is as of right now the most popular political party in the country. Settlement of refugees that came from the North continues in the Mekong Delta. People from Ha Tinh are also settled here. The educated workforce, after getting tired of planting rice in the fields slowly starts to move in to the cities, meanwhile a new middle-class slowly starts to rise, being educated in the French colonial era, these people in large numbers start opening ventures in hopes that peace has returned to this nation. Taxes are decreased by 25% on the agricultural sector on crops that are grown by the Farmers, leading to quite a many displeased Landlords. A Land Reform, though less violent in comparison to the North Vietnamese one, is supposed to start by the mid of the year. Governmental AffairsPrime Minister Diem requests the Americans ( Tolbethessar) that they station their Philippines Fleet at Vung Tao, as it has been upgraded to the American standards and can hold a large fleet easily. Plans are made to develop Saigon's port as well for commerical use, this will be however executed after Da Nang's port's upgrade. All kinds of left-wing political parties are banned in the country. Destruction of communist tunnels and infrastructure continues, being monitored by Brigadier General Nguyen Ngoc Loan. Majority of the force being used in this project is now being slowly diverted towards the rural area of the country. Due to governmental "bickering", as the Generals put it, some concessions are made between the Army and the Government. A few political appointments are made in matters relating to foreign aid, the Army is well aware of this, and these new appointees are quickly put under "government surveillance". Parliament also starts to get weekly reports of matters relating to the Aid and Infrastructure Development. Military The Army stands at 290,000 men, with militias giving an extra 200,000. Militias are formally reorganised into two. The Regional Force (of 100,000) and the Popular Force (also 100,000). The Police stands at ~70,000 and the Secret Police at ~2000. Rangers stand currently at 4000. All kinds of weaponry coming in from America is being quickly transferred to the Army, Air Force and the Navy. American instructors are training the Forces in how to properly use the machinery and equipment leading to finally a sigh of relief among the leadership and the Generals. Combat Irregular Defense Groups (CIDG) program is instituted by the Government to help indigenous populations defend themselves, with help coming in from the Army. This project will be initiated next year provided the government doesn't start bickering over it. Next year, the Police will be upgraded alongside building the CIDG. Militarily, the country is organised into four Corps Tactical Zones (CTZ). Corps I stretches from Ha Tinh Province to Quang Ngai Province. A map of these Corps is also linked. Infrastructure Development Construction of Schools, Colleges and Universities continue. Da Nang's Port is halfway through it's upgrade.

Military Exercises Conducted by the Airborne and Marine Divisions of the Army of the State of Vietnam (ASVN):
Under leadership of Major Generals Le Nguyen Khang of the Marines and Do Cao Tri of the Airborne, a joint exercise is held for performance evaluation of these two divisions.
1-2 mean unsatisfactory performance 3-4 mean satisfactory performance 5-6 exceeds expectations.

Commitment Level: Holding at 4 Diplomacy At Home, Not AbroadGrinning from ear to ear, Ike the ever-popular general was now equally popular being the president as well! Both Republicans and Democrats applaud the bold initiative shown by the commander in chief of all US's forces. The Soviet fleet were entirely routed from the Indochinese theater despite the constant bragging and bluffing on the USSR's part up to the point where they were suddenly losing face and falling over themselves. Address of the Commissar Nikita Khrushchev, shocked of the recent events of Indochina writes an address, open for the world to see.
He also received a letter and an egg from President Eisenhower. He was absolutely furious of his clear sense of mockery and wanted to puke picturing his face grinning, but decided it was not time for war yet, and send him a reply.
He put his own sense of bitterness there, by making 'Blin', which sounds like a Russian curse, with his egg. He wondered if Ike would get his insult. Military Research
Project 7000, AKA the development for the 'Hydrogen Bomb' is developing. For the first explosion, the prototype RDS-37, a capacity of 1.6 megatonnes of TNT has been used. Tu-95 was selected to do the detonation.4+ for success. DIJpFYIG Success! The Prototype is detonated at Kola, emitting a huge wave of shock, light and heat. The pilot who dropped the bomb sadly was sacrificed due to the large heat, but Khrushchev addressed it as "A little sacrifice for big cause" and claimed he would be "Sent to the Gulag soon anyways". It is only a matter of time of creating a operational bomb now.
T-64, the new tank unit estimated to be tomorrow's most widely-used panzer is being developed. Khrushchev demands a prototype to be built. 4 or more for a good one. Unfortunately, the prototype had a small gas leak that caused the model to explode. Khrushchev immediately fires the scientists and asks for a new team. Nobody knows where the old team went. Some say Siberia, some say Kazakhstan.

Foreign Affairs
The withdrawal of the Soviet task force at the hands of the aggressive Americans sparks outrage across the country, but especially among the higher-ups in the Politburo. Having foreign protection from the Western imperialists robbed from them, it strengthens their resolve to further develop the country's own armed forces. Furthermore, it makes some question whether it may be better to put more faith in Chinese protection over that of the Soviets, but foreign affairs are not revised, at least not yet.
Domestic Affairs
There has been a problem with doctors travelling the countryside and complaining about what they perceive to be problems with the land reform. Part of the problem is resolved with the building of small clinics across the countryside, keeping many doctors busy in one place and unable to roam wherever they see fit. However, after reading many reports of genuine wrongdoing being perpetrated across the country, the government acknowledges that some change is necessary, even Ho Chi Minh himself. He addresses the country to acknowledge the wrongdoing, and confesses that people who did no wrong were wrongly stripped of land, even executed. To fix this, there will be a crackdown on those redistributing land, to ensure that only those who deserve their land seized will be affected by the program. Despite the best efforts of the Communist Party to fix the situation, some problems with abuses of the system persist. The problems will continue to be eradicated whenever found, and hopefully the system will be righted in short order.
With the land already redistributed, the government plans to form labor collectives.The first step in the process is to form "labor exchanges," in which farmers will freely exchange labor on other plots of land when necessary. Rolling for success with these efforts:
The population is not very enthusiastic about the new proposal. Barely any labor exchanges are formed, and the plans for further integration of the nation's farmland are stunted. More coercive measures to integrate the land are being tossed about for the future.
Drawing inspiration from the Five-Year Plans of the Soviets and Chinese, Ho Chi Minh announces a "Three-Year Plan" for North Vietnam, meant to integrate all ongoing reforms into one program for progress, to begin in 1957.
For now, the reform across the country is continued without pause. Fertilizers are introduced to the country's farmland to increase output, due to the country historically being unable to completely feed its own people. With the vital infrastructure already improved, roads and the canal system elsewhere are in the process of being renovated and expanded. Industry is given generous support to reduce dependence on foreign products. Likewise, the mining sector is improved to enable North Vietnam to use more of its own coal.
In response to the banning of all left-wing parties in South Vietnam, the Viet Minh cracks down on several groups of enemies: Catholics, Buddhists, dissident intellectuals, and the few remaining Francophiles
Military
The fiasco with the Soviet force being sent home inspires more efforts to improve the military.
The first trained spies of North Vietnam are now ready to be sent south. They are sent with the mission of infiltrating as many different key industries and military installations as possible. Rolling for their success:
It turns out that nobody seems to know what their job entails. The failure of the spies to properly cover their tracks is immediately obvious, and the entire program is made to undergo drastic revisions, so maybe the next batch of spies will not be a complete disgrace to the country.
The fortification of the southern border is continued even further, with the southern border with Laos being strengthened also, in case the Southerners decide to go around via Laos.
Most of the returned Viet Minh fighters are now inegrated back into the main armed forces.They are made to help train the army on the terrain and conditions of South Vietnam, in case of any future trouble that brings the Viet Minh down south.
The development of airfields and ports across the country is continued, with the ports of Hanoi and Haiphong and airfields in the southern parts of the country receiving the most attention. Specialists are sent to the USSR and China to learn how better to do their jobs, to reduce dependence on foreign specialists in the country's infrastructure. With the Soviet planes now integrated into the air force, more pilots are trained in their use.

In response to reports of Southern military exercises, Vo Nguyen Giap arranges for an exercise of the trained defensive troops to test their readiness and ability.

SV 1955 Second Half Part Two Political Scene South Vietnam is outraged after hearing that dissident intellectuals, Buddhists, Catholics and a handful of Francophiles still alive in the Communist Territory (the official name for "North Vietnam" in South Vietnamese bureaucratic language) are being persecuted. Prime Minister Diem gets active on the diplomatic front after writing a report about this to it's ally the US ( Tolbethessar) and to the United Nations ( tpc) that notice be taken of this issue and if possible, the Communists be forcibly made to send these people to the South. Diem also doesn't miss the opportunity of criticising the Northern economy, saying that this tyrannical form of running the economy is only going to lead to even more deaths and killings and that "one old man in Hanoi should be put to death himself for causing so much suffering in our country". He also makes references as to how the Southern economy has progressed, thanks to the Americans and the determination of the Vietnamese people. Military Only a few days had passed after the recent debate on the killings of Catholics and Buddhists in the North that news reached from Lieutenant General Ngo Quang Truong to General Cao Van Vien and PM Diem that a few communist spies had been caught on the border trying to infiltrate, already a much-angered South Vietnam is now absolutely furious! The spies, being boys aged 14-18 tell everything that is happening in the North, and also that the Northern Army is prepared for a future full-scale offensive. These boys are interned for the time being and border security is tightened. 10000 more men are gathered from the Reserves and Militias and sent to the border for added protection. South Vietnam writes another letter to the UN ( tpc) letting them know of the current situation. General Vien, realising the manpower shortage the Army faces asks Diem if he approves of building six more divisions. Diem is hesitant and allows for three for the time being. One each of Infantry, Airborne and Marines. The Army immediately gets to work and only the best and most skilled of the Vietnamese are selected for induction into these units, with the training being gruelling. This gives South Vietnam almost 40000 more men, leaving the Communists with an advantage of 20000. TL,DR: SV is furious, and is recruiting more men in the Army.

People's Republic of China, 2nd Half, 1955 Commitment Level: 4 Mao Zedong states that while the PRC will do her best to protect North Vietnam, developing the nation is of highest priority. Peng Dehuai and Zhu De is left responsible for operations and intervention in Indochina. Sino-Soviet RelationsMao Zedong returns to China triumphantly, having signed the Pact Of Moscow with Nikita Khrushchev. "This will usher in a new era of cooperation" he remarked. The Pact grants China economic and military aid in return for support for the Soviets. Material and equipment is provided for the Five-Year Plan and professionals are sent to train in Russia, while the Soviets are allowed to build some military bases in mainland China. A Soviet military convoy headed towards North Vietnam was intercepted by American aircraft recently, causing the convoy to abandon their intended destination and return to Russia. Mao has authorised the Soviets to dock in China to spare them the long trip to Vladivostok. A minimum of 3 is needed to avoid an incident JfnrUQg1Unfortunately, an incident occurs despite all precaution. ( tpc) First Five-Year PlanThe First Five-Year Plan begins. Resources and machines are delivered and workers are hard at work to lay the foundation of new industries. New roads and railways are also laid out. Very good progress is made thanks to Soviet help. The groundwork of hundreds of factories is developed and several miles of roads and rails are laid in the barren lands. Meanwhile, farms are organised, formed and supplied to increase efficiency. The plan have went on rather well. More farms have sprung up and supplied with basic tools. Businessmen are offered pardons for their guilt as revealed during the Five-Anti Campaign and protection if they are willing to pay a fine and cooperate with the government. Most of them are swaying into accepting the offer, but only a few accept immediately. Military Research
Scientists begin studying Soviet and foreign weaponry and designs, including tanks, planes and ships. Meanwhile, blueprints for a variation of the AK-47, called the Type 56, is being drawn out. Intended to be mass-produced as standard issue rifle, engineers are hard at work to keep it cheap yet effective. Thanks to Soviet aid, some developments are made but there is still more to improve. Experts predict the weapon will be able to be mass-produced next year. ····

1956 First Half
USA: Political manuevering coming into the 1956 presidental election has begun. President Eisenhower will very likely win another term, though he can use his clout to interfere a bit in the election, securing a comfortable political majority. Effect: USA can forgo Space Race/Counter-Espionage rolls for two turns in exchange for one free pass on a no-confidence vote.
USSR: Incident! A brawl broke out between Soviet sailors and Chinese police, with dead on both sides. Both sides are now locked in a tense stand-off. Military leaders urge leadership to condemn the Chinese, for fear of appearing weak after the debacle with the task force. Effect: USSR can condemn PRC or face a min. 4 no-confidence roll.
PRC: Chinese security forces have an upper hand in the stand-off. Some factions inside the CPC push for escalation, arguing that now is the right time to assert China's position as equals in the leadership of the Communist World. Considering China's more secure political position, however, there is less pressure for hawkish action
Effect: PRC can choose to demand compensation and tighten its grip around the Soviet fleet or face a min. 3 no-confidence roll . SV: -Constant size increases in the military remains a strain on the budget despite American aid. Furthermore, local politicians are exploiting the opportunity to put associates in favorable command positions, possibly creating a culture of corruption in the military. Cabinet ministers urge for a more detailed plan of army expansion. -Infantry commanders are jealous of the perceived preference of airborne and marines over infantry. They argue that equal expansion of the army (marines, airborne, and infantry in equal number) is anathema to the concept of infantry as the backbone of the army. Further, they see police and CIDG expansion as other attempts to make infantry redundant.

-Government failures and political repression has led opposition groups (Buddhists, Catholics, Francophiles, and intellectuals) to organize into one underground political movement. They are currently helping SV's diplomatic representatives make their case to the UN. -Accounting for past years' failures, Ho Chi Minh can choose to salvage his own personal popularity by shifting the blame to party cadres. Its effects on party loyalty are unknown, though some factions in the party are branding Ho Chi Minh a tyrant after Pham Van Dong's sacking. -The issue of compensation for Viet Minh has been raised up in the Politburo. Many believe they have contributed more than the regular army, and a raise would clearly increase the loyalty and performance of the Viet Minh. However, the financial effects of this plan and the effects it would have o the regular army should be considered.

South Vietnam. First Half of 1956 Diplomatic FrontSouth Vietnam reiterates it's stance in the UN that dissidents in North Vietnam are being systematically purged and that something must be done in order to stop this reign of terror. Military An urgent meeting is called by Prime Minister Ngo Dinh Diem in early January to discuss the issues the army has over the perceived preference of the Marines and Airborne Divisions over the regular Infantry. General Cao Van Vien sides with the Commanders of the Marines (Le Nguyen Khang) and Airborne (Do Cao Tri), saying that at present, these four divisions (two each of Airborne and Marines) are better than the rest of the Army. General Ngo Quang Truong (Commander I Corps, defending the border with North Vietnam) meanwhile sides with the other three corps commanders and with the commander of Saigon Military District, saying that the regular infantry remains untested in battle to this day. Seeing a potential argument, PM Diem asks if a propaganda campaign be started that claims all branches of the Army to be equal? The generals reluctantly agree. The last thing Diem wants right now is to have his own generals at each other's throats. But two important matters remains unsolved, the continuous expansion of the Army has become a financial strain. Diem asks if at present the army can do with what it has? The generals respond with a unanimous "No". The answer is simple. There will be no more expansion in the Army as long as war breaks out and that the Reserve Forces/Popular Forces will be increased by 10000 at best. "Use the militias if you must, but we cannot afford an Army bigger than this for now". As a compromise, the expansions of the Police, the creation of the MIKE Force, the CIDG and the Police Field Force are cancelled indefinitely. Rangers will grow by 3000 this year but that will be it. This allows the Army to maintain and rebuild it's reputation, which had taken a little slump. Diem later addresses his Cabinet about this decision, giving them a much-needed sigh of relief. In April, a similar meeting is held. The issue at hand, political appointments in the Army have grown to an alarming rate. Many are said to be "communist infiltrators" as well. The secret police (by now the Vietnamese Central Intelligence Agency) is allowed to investigate. They give names of 44 officers and 858 NCOs that are immediately fired. A Major called Duong Van Minh and a Lieutenant Colonel called Nguyen Khanh are arrested and sent to Da Nang Jail for further "interrogation" alongside some other soldiers of various ranks. Internal Matters Taxes are increased at most by 8% on various services and commodities so as to gain some additional revenue. Many government-funded schools and colleges start their first classes this year, bringing in additional sums of money. Add to that the completion of Vietnam's first modern university sees the brightest minds of Vietnam being inducted into it. This brings in some more revenue. The government asks the Americans ( Tolbethessar ) if they can reconsider the amount of aid being sent to Vietnam. Hospitals, clinics and dispensaries start functioning in the country as well, many of which are ran by the government, again, some revenue comes from here as well.

Espionage Activity Conducted by South Vietnam
SV has established contact with a dissident cell operating in Son La in the North and attempts at arming, funding and politically guiding them. The VCIA is tasked with this operation, their route goes through Laos' dense jungle, and from there, into the North. The dissident movement is called the Vietnamese Liberation Movement (VLM).
Need a five at least to infiltrate the North.

A close encounter with the North's army was just about to happen when one of our soldier's was about to shoot at a Communist officer, luckily, his gun jammed. After reaching Son La, he was severely reprimanded. The whole operation could have been a failure!·

Comissar Nikita Khrushchev, who heard the news of the brawl between the Soviet Sailors and Chinese police is infuriated and demands the arrest of the sailors. He privately talks to Molotov, the Minister of External Relations of the Soviet Union. He then orders Molotov to address a speech to the public. Here comes the no confidence roll! 4+ for success. O_UwyGspMolotov's speech was a success, and the party members seems to nod and agree. Khrushchev grins with glee. The Red Army's Operations in IndochinaMarshal Govorov and Zhukov visits the Soviet Soldiers in shock and addresses multiple speeches, mostly being about how the Communist Revolution will Reign victorious in the end and how the Capitalists will tremble ultimately. The soldiers seems to cheer and agree of this speech, and is now able to march like normal again. Zhukov decides to station his entire Army in the Soviet base in Nanning, China. As for the naval force, he askes Santa Anna to use the port of Qui Nhơn, Vietnam to disembark his navy.

The construction of the new factories continue, and more infrastructure is developed. The construction projects goes excellently. Coupled with Soviet aid and advice, great progress is made. Mao Zedong grants Hanoi's requests and ramps up a supply of guns on top the goods. An additional 100,000 men is sent to join the PVA in North Vietnam, totalling up to 200,000. Chinese agents reapproach ex-members of Communist Party USA who had rejected cooperation. They are again asked to do their part for the revolution. It seems they had already made up their mind about the offer, and all refuse once again. Meanwhile, another small force of spies is sent to Taiwan. They will travel into Southeast Asia and board a ship bound for Taiwan. They are expected to arrive by July. Their trip is delayed by a storm while at sea, forcing the ship to detour and dock before finishing the rest of the journey. ······

North Vietnam 1956, 1st HalfMore Fun With SpiesThe disgraced spy corps begins the year with the obligation to redeem themselves. Having screwed up their job so badly last year that it provoked the wrath of the South, the entire program is revised, basing its tactics on those of the Soviets and Chinese. Near the middle of the year, the next batch of recruits is tested on their abilities, so that they will not be sent south with no competence. HvMxf1TtThis time around, the spy corps produces trained spies that are far better able to infiltrate the South. However, none are sent South yet, as it would not be wise to get caught in the act of having spies in the South twice; they will be kept in the North for the time being to handle internal concerns. Foreign Affairs The Soviets have requested the right to disembark their navy in Vietnam. However, there is some confusion when they name a port in the South as their destination. The request is granted, but with the condition that either Hanoi or Haiphong be the designated port, and not some backwater down south. ( Victor Katz ) MilitaryThe major issue now confronting the armed forces is whether Viet Minh fighters deserve more compensation than the rest of the army. The Politburo agrees to a raise in salary for the fighters, but this would put a strain on funding for other sectors of the forces. To compensate, a halt is put on the fortification of the southern border, as many believe that it is either already more than enough to fend off the South, or that it won't matter and the capitalists will find a way into the North anyway. Either way, the issue has hopefully been resolved. The ports of Hanoi and Haiphong receive even more development to prepare them for the incoming Soviet fleet. Fearing trouble on the horizon with the South, North Vietnam's government requests more weapons and vehicles from the Soviets and Chinese in preparation for what may come. In addition, more troops are sent to the southern border. Another few submarines enter construction for the small VPN, and a small core of trained pilots for the VPAF has been completed. A temporary halt on expansion of the Viet Minh and paramilitary is ordered, given the new compensation strain. Viet Minh: 350,000 VPPF: 200,000 Domestic Affairs Ever since last year, the Communist Party has been exhorting the land redistributors to get their act together, cracking down on any abuses of the system it finds, including releasing innocent prisoners and redistributing land back to it's original owners. A few months after their revitalized effort begins, the government inspects the system to see if the problems still persist.
The reform has been a resounding success. Scarcely any problems have come to the Politburo's attention since last year, and the process has went along much more smoothly than before. With this success in mind, another push at forming labor collectives is made.
Unfortunately, the populace is still not thrilled at the prospect of the labor collectives. Progress is still planned for later in the year, but now with somewhat less enthusiasm.
Planning for the Three-Year Plan is continued, as the ongoing reform programs are starting to be consolidated in preparation.
Given the mixed successes of the recent past, Ho Chi Minh's popularity and cult of personality have suffered a hit. So he decides to do what most other leaders do in situations like this: blame his issues on others. Ho Chi Minh directs most of his criticism towards those in the party who insisted that Pham Van Dong be replaced with Le Duan, insinuating that the problems in North Vietnam are mainly his fault. With that done, the party sees if Ho Chi Minh's popularity among the people has improved after his shift of blame.
It seems to have worked a little. There are no great outpourings of support like there were in the past, but Ho's popularity remains high enough to prevent serious problems among the general population.
The programs from years past are being continued. The nation's farm land and infrastructure in the mountains are being improved, and the small merchant fleet is expanded to serve more fellow Communist nations. The small clinics across the country are starting to be upgraded, and funding is given to the education system to form more schools. Two institutes of higher learning are undergoing planning for Hanoi and Haiphong. Even more money is being pumped into light and heavy industry in the hopes of becoming self-sufficient in most goods.
It has come to the attention of the government that the intellectuals, religious dissidents, France-lovers, and other opposition groups are now actively working against the government underground. Assuming that the South has played a role in this as revenge for last year's spy fiasco, the paramilitary, police, and spy forces are sent across the country to infiltrate the movement and weed out as many troublemakers as possible.
The government's infiltration efforts are a success. Many of the dissidents are caught and imprisoned for their crimes. Furthermore, pieces of evidence have arisen suggesting that the South has indeed played a role in the group's efforts, but no concrete proof has been found - yet. ····

Hey all, sorry for the delay. New turn, 2nd half of 1956. Events are:
None for the USA, USSR, PRC. Recent actions have silenced the opposition in all three nations.
NV & SV joint event: with the completion of higher education institutions in both nations, some liberal-minded students have petitioned both governments to start a dialogue on Vietnamese nationhood and begin student exchanges.
Students from both Vietnams claim to have contacted students from the other side of the border, which some see as a possible avenue for espionage.
