A task force of 3 aircraft carriers, 4 battleships, 9 cruisers, 9 submarines, and 15 destroyers is on standby in the South China Sea now, officially stationed at the Philippine Islands nearby. Seven wings (large top-level formations) of fighters and two wings of bombers are prepped on the airfields of PI, along side with both nuclear and non-nuclear bombs stockpiled. Proposal of Establishment and Supplying a Modern NavyTrapnell proposes an enlargement of the port in Vung Tau (in the Far South portion of SV near the Mekong River) to make it more capable of stationing a larger fleet rather than only a limited supply run. A proposal of hiring Vietnamese and Americans to construct this brand-new large military port plus a fortress is presented for consideration. The intention is to establish a military base not only capable of supplying but also anchoring and sheltering a large modern fleet, all the way from a destroyer to an aircraft carrier. So the Americans wouldn't have to rely on their bases in the Philippines so much. In parallel, for the South Vietnamese themselves, expansions of the pre-existing ports in Saigon, Da Nang and Hue are also recommended in the near future, preferably not all at the same time. A rotation of construction would occur in each of those 3 ports in sequence, one after other only after the previous one is completed, as so it doesn't cause all of those three ports to be out of working order at the same time. ···

North Vietnam 1954, 2nd Half
After agreeing to a less-than-ideal compromise with the Southerners at the Geneva Conference, the state of Vietnam is split, with the North receiving the short end of the stick. The Viet Minh continues its rule over North Vietnam, with Ho Chi Minh retaining his seats as President and Prime Minister and Pham Van Dong being instated as First Secretary.
Despite having fought hard to secure the provinces of Thanh Hoa and Nghe An, the Viet Minh is shameful of having lost 39,000 soldiers to the enemy. The public's joy of having finally won independence pales in comparison to the disappointment from this failure, which prompts immediate action to ensure that no more humiliations of that scale can happen again.
Official naval and air forces for the DRV are created: the Vietnam People's Navy (VPN) and Vietnam People's Air Force (VPAF), both under the supervision of Vo Nguyen Giap, who has been promoted to leader of the newly-established Vietnamese Department of Defense. Soldiers are hired to replace the 39,000 lost troops, and the great majority of them are kept in the south, in case the Southerners decide to invade. Fortifications and traps are constructed all across the border to slow down any invading army, if not outright stop it. A paramilitary force is also established, the Vietnamese People's Paramilitary Force (VPPF), with roughly 200,000 men recruited. Their main tasks are to keep the peace in Hanoi, Haiphong, and other important cities and places, and to follow up on any reports of Southern activity within North Vietnam. All the military hardware being received from the USSR and PRC is integrated into the armed forces without a hitch.

After finding out what happened to Zhou Enlai, Mao Zehong decides to issue a council leading some debates why Chinese didn’t get involved enough in Geneva Conference. Zhu De contacted Peng Dehuai because Zhu De knows Mao Zehong entrusts Peng Dehuai’s method of operating Chinese Communist Party as a military leader. Under Mao’s commission, De and Dehuai agrees to increase a commitment despite of a fear of facing no-confidence vote.

Chinese calls a meeting with agents and informants as Zehong thinks of alternative way to spy USA despite of lack of technologies, such as aircraft. Agents take their boats and sail east toward California. 4 for successfully concealing their location from USA's radar.

Below this line will be the first half of 1955. Events: USA: The Eisenhower Administration has come off stronger after securing bipartisan support in the 84th Congress. With Joseph McCarthy's censure, Washington has quieted with Congress reluctant to introduce ambitious legislation. No effect. USSR: -Red Army officers led by Georgy Zhukov have voiced private concerns regarding Soviet commitment in Indochina. While the government has officially increased Soviet commitment, the officers do not see this reflected in actions. They demand stationing of actual Soviet troops in Indochina, as well as pressuring the US to pull out its Task Force from Indochina.
Soviets must: Station troops in Indochina and start a crisis with the USA, or Do one, but not both and face a +1 buffed no-confidence vote (min:2). -Soviet academics and intellectuals have asked Khruschev to reexamine Stalin's legacy. Soviets can: Start a commission on the state of the country under Stalin and receive a +1 buff to both research rolls.
PRC: -Factions inside the Communist Party of China have asked Mao to consider reexamining Sino-Soviet relations following Stalin's death. PRC can: Attempt to forge an independent foreign policy and do both an influence and counter-espionage roll.
South Vietnam: -Underground publications in Saigon have published pamphlets accusing Bao Dai of collaborating with the French and Japanese occupiers in the past. Outside nations can support the publications, though this may be uncovered if investigated.
North Vietnam: -Le Duan has privately criticized Pham Van Dong's appointment as First Secretary, considering his less-than-stellar performance in Geneva.

South Vietnam, First Half of 1955Refugee Crisis!With the border being closed from the start of this year permanently there was a massive influx of refugees that came in from North Vietnam to South Vietnam. Most of them came by foot however some were transported via American and French aircraft and naval vessels as well. The total amount of these refugees tends to be rather, catastrophic, for (Ngo Dinh Diem and Ngo Dinh Nhu) the Ngo Dinh Brothers. Almost 600,000 have crossed the border, but Diem has a plan. He tries to resettle the majority of these people in the Mekong Delta, an area rather sparsely populated and with land that hasn't really ever been cultivated. The people are given aid and then resettled in the Delta while some of them, the more educated ones, head for major urban areas like Saigon, Da Nang, Hue and Cam Ranh. Houses are being constructed in the Delta to accommodate these people, such a large undertaking is being financed by American aid and the American officials and diplomats are made known by giving them exclusive tours to the Delta to assure them that the money isn't going to waste. While all of this was happening almost 60000 people crossed our border into the North as well. The military respected the Geneva Conference and allowed them passage. Governmental AffairsThe Ngo Dinh Brothers (AKA "the Brothers") rather reluctantly agree on drafting the Constitution along with other intellectuals of the country. All people are declared equal before the law, and that includes religious groups like Catholics and Buddhists as well, much to the dismay of the Brothers. The Constitution will be put into effect in July. Elsewhere in the country, pamphlets are published by unknown persons claiming that the Emperor Bao Dai had previously collaborated with the French. When the news reaches to the Emperor himself, he requests all of the major newspapers of the country to point out the facts that: A) The Japanese didn't collaborate with him, but with the "Pretender" Cường Để who was sponsored by the Greater East-Asian Co-Prosperity Sphere as well as by the Government in Tokyo. B) The Pretender vowed in 1949 to come back to Vietnam but all his attempts were unsuccessful and even that puppet by now is dead. C) The Emperor, after he himself abdicated his position and left Vietnam for France later understood the grave importance of his position as Emperor of the Vietnamese when he saw his country being destroyed in a war between Communists and the French. And, ever since his independent government has resumed it's exercise of power, peace has returned to Vietnam. The Vietnamese people cannot live without their Emperor, and likewise, the Emperor cannot be separated from his people Internal AffairsBrigadier-General Nguyen Ngoc Loan's secret police unit has rolled out a few new batches that are immediately sent to work, after the communists had left the South, they left behind their vast tunnel systems as well. General Loan, when he knows about these tunnels quickly asks Diem and General Cao Van Vien as to what should he do with them, the answer is rather predictable. Complete destruction. Following this order tunnels that were dug in and around major cities including Saigon are starting to be destroyed. Rural areas are the next on the list however it'll take the Army and the Police at least 8 months to get done with the cities. This project involves both the types of the Police as well as Army units Elsewhere in the country, in Saigon, the Americans are greeted with joyful crowds as the people believe that the Americans are here to save their country from Communism. Unlike the French who ruled the way "they" wanted. This increases public morale and influences American morale as well ( Tolbethessar ) With the arrival of 40000 Americans in Saigon, some pressure is eased on the Vietnamese as almost 30000 men tasked with the defense of Saigon move up all the way to Ha Tinh, the northern-most part of the country, in order to secure that area. More men will eventually be stationed between Ha Tinh and Hué. MilitaryLe Van Ty becomes the cheif of the Armed Forces of the State of Vietnam (AFSVN). The only five-star general in this country. He is also appointed the Cheif of the Joint General Staff (JGS) with General Cao Van Vien being his deputy. Meanwhile thousands of men are graduating every 11 weeks in military units throughout the country as the general populace sees the Army as of right now as the best job they can get that has the prestige, the honor and the pay only the civil service can match as a close second. Seeing the huge number of men turning up, plans change. Diem asked Cao Van Vien and Le Van Ty, in October of last year to start building a rapid response light-infantry force to accommodate these men and to fulfill counter-terrorism operations as well. The result, Vietnamese Rangers. A Ranger School was being built by the end of the last year and by March 1955, starts admitting fresh recruits from minority groups like the Nung, Hmong and Degar/Montagnards. The size of these units is expected to be around 4000 by the end of the year. The fresh graduates of the Ranger School go through a military exercise, to test their level of combat-readiness. 1 and 2 mean unsatisfactory performance, 3 and 4 mean satisfactory, 5 and 6 exceed all expectations. Education, Health, Commerce and Infrastructure DevelopmentHospitals are being built in every major city of the country, the medical system is expected to expand in the next two years to a level where large towns would too have small clinics however it'll take us three years easily to get to every small village in the country. Business is good in the country now that war seems to have been averted, at least for a while. Entrepreneurs, even those that came from the North, start their own businesses. Taxation rates are decreased so as to allow maximum national production of goods and services. Similarly, three new universities are scheduled to being built by 1957 to provide the necessary number of people who would join the civil service. Add to that multiple programs of building schools and colleges are initiated as well. The upgrade finishes of Vung Tao's port while construction of the defenses of the port continue, the machinery and manpower used in building the port are moved up north to Da Nang. It'll take us a year here as well to fully upgrade this port. EDIT: After our Intelligence notified us of heavy Soviet ships and infantry coming down in the Gulf of Haiphong, their numbers being unknown, the Prime Minister immediately authorised the upgradation of Da Nang's port to be double-timed at any cost. Salaries are increased by 60% of every worker and manager to speed up the process. All of these three activities are being financed by the aid coming in from the US. A strict check and balance system is imposed on the Ministry of the Treasury by PM Diem. Colonel Nguyen Van Hieu is selected for oversight of this department as he is widely known in the army for being against corruption. Americans are issued fortnightly reports of all the activities that are taking place through the money they are bringing in for transparency, hopefully motivating the Americans to send in even more sums of money in the future.

Military Operation Conducted by the ASVN in Northern province of Ha Tinh.
While destroying communist infrastructure in this part of the country the secret police received information of some Communists hiding here that had not left South Vietnam when they had the chance to do so. As a result, the Military is called in with 4000 men and 800 Rangers are called up as well.
The Communists are a part of the Viet Cong, or the "National Liberation Front" as they call it.
The enemy positions, two small towns, are close to two cities, Ha Tinh City and Hong Linh City, Hong Linh being the closest to NV.
Civilians are evacuated first from the Ha Tinh stronghold. 4 or higher means success. PIInDlxF
Civilians leave the town peacefully. 2000 Army and 400 Rangers personnel now encircle the town. Colonel Le Van Hung, an experienced officer is commanding these units, giving them a +1 buff. Need a 3 to clear out the town.
Communist forces are defeated here, some elements retreat to Hong Linh.
Up North, civilians are evacuated from here as well. 4 or higher for success.
The people here had to be removed forcibly that their lives are at risk. Rolling for success.
The people finally understand the importance of them being evacuated and comply.
Brigadier Le Nguyen Vy is commanding the units over here. Same tactic as earlier, 2000 military and 400 rangers personnel are employed here as well. Vy, bring the Commanding Officer of Hung, is a soldier more experienced than Hung, giving us a buff of two here. Need a two or higher to clear out this town.
Communist forces are defeated here as well. As the operation is coming to an end, Brigadier Vy has an idea. He orders Colonel Hung to move North with all of his men while Vy moves his men towards East, as the Communists are trying to escape to NV. Almost 4500 men combined meet the Communists from two sides at the Buddhist Temple for the final showdown, witg Communist morale shattered, this will be an easy victory. Rolling for success.
The entire communist force is wiped out, some women are captured. Up on identification, one of them is revealed to be Nguyen Thi Binh, a high-profile Communist working in SV. She and the others are immediately transferred to Da Nang for interrogation.·····

The Permanent Mission of Egypt to the United Nations has released a report classifying South Vietnam's recent military actions as a breach of the Geneva Conference.
Egypt has requested the creation of a commission further investigating the matter and plans to introduce a resolution condemning South Vietnam in the next session of the General Assembly.
Warsaw Pact nations have urged the Soviet Union to debate the matter in the Security Council. Le Monde and other prominent European newspapers South Vietnam. The situation may develop further.

The South Vietnamese delegation to the UNGA will present a report to the commission stating the facts that the Communists were given the chance to leave South Vietnam and like many of their fellow ideologues would have been granted safe passage. However, these Communists refused to obey the orders of the Geneva Conference and South Vietnam acted purely in self-defense.

Commitment: IV The great Commissar Nikita Khrushchev delivers a great speech at the Kremlin, broadcasting it live on Television. "It would be a great shame to the Russian people, and to Marx and Lenin if we surrender to the Capitalist Scum that is the United States of America. We will station multiple army-leveled troops in Indochina, and I am also requesting Mr. Eisenhower to pull out the task force from Indochina if you do not want the situation to get any more severe."
At Russia... Nikita Khrushchev had multiple debates with the intellectuals and the academics in the Kremlin about the past regime, especially the goods and bads about Iosif Stalin. After several hours-long debates, Khrushchev decided to answer the call of the academics and start the reexamination of Stalin's tyrant regime.
He broadcasts live on television, giving another great speech. "Yesterday, in my dream our great leader Vladimir Lenin appeared. Do you know what he said? He told me, "Get Koba out of my face!" I suggest it is the time where we requestion Koba's deeds, and perhaps loyalty for the nation. Praised be the people!"

Indochina The leader orders 100,000 more men to be deployed. The army is lead by Marshal Leonid Aleksandrovich Govorov himself, a great artillery general, as shown in the Second World War. Named "Army Govorov" have arrived with one military carrier and several battleships ready to be deployed at any minute if necessary, as the leader warned Eisenhower. 1 Aircraft Carrier, 5 battleships, 15 submarines, and 20 destroyers are ready for duty near Indochina. Marshal Georgy Zhukov will be in charge of the entire operation. He have made a plan of a possible beach assault if necessary, codenamed Operation Kutuzov.

North Vietnam 1955, 1st Half
One of the most important issues facing North Vietnam at the start of the year is the flow of refugees leaving the country. 600,000 people decide to go south, and despite the great majority of the military wishing to stem the flow, the Geneva Accords are honored and the emigrants are allowed to pass unharmed. On the other hand, 60,000 people come north, and they are warmly received when they arrive. The returning Viet Minh fighters are organized into two divisions: the 330th and the 338th, with more to come soon.
Government Business
In the high ranks of the Vietnamese Communist Party, there are many who are dissatisfied with the appointment of Pham Van Dong as First Secretary, in light of his less-than-stellar performance at the negotiation table last year. They look to Le Duan as the ideal replacement. His belligerent promises of war to reunify the country turn some off of him, but the majority of the dissenters support him anyway, with the understanding that they will rein in his belligerence before he can rashly lead North Vietnam into war. As they win more and more officials to their side, the writing is soon on the wall; Pham Van Dong is voted out of his chair, and with the blessing of Ho Chi Minh, Le Duan is put in his place.
Domestic Affairs
The land reform started the previous year is kicked into high gear now that peace has returned. All the land owned by enemies of the regime, those who own amounts of land the government determines to be excessive, and others who earn the government's disfavor is gradually being taken and distributed to those with none. There are a few incidents of innocent people being stripped of land and "dealt with," but those caught abusing their powers are themselves "dealt with" in order to head off any charges of cruelty by the South Vietnamese.
The government encourages the creation of a cult of personality around Ho Chi Minh and the Vietnamese Politburo, in order to have a propaganda base for the people of North Vietnam to rally around. The young men and women in particular are encouraged to be highly patriotic and be ready to sacrifice all for their nation and the worldwide revolution. While there is room for improvement, the propaganda efforts so far have proven to be a mild success. 20,000 men are inspired to join the paramilitary, and pride in the government is fostered all across the country.
In order to rebuild the country from eight years of warfare, the Viet Minh enacts reconstruction and reforms all across the country. A training program for doctors is started, who are to go out to the countryside and serve the peasants who have no access to hospitals until the government can expand the hospital system more, and the existing medical system is improved, with previously unavailable medicines and equipment being introduced from neutral countries and fellow Communist allies. The school system is also changed, with all male students being given basic paramilitary training from the age of 15 onwards, and the option of heading straight into military schools after graduating. Many more military recruiters and trainers are sent across the countryside to recruit from the populace and provide further training to existing paramilitary units. Infrastructure is also further developed; the road system is rebuilt and improved, especially vital military routes south to the border and connections between Hanoi, Haiphong, and other important cities. The power grid and utilities are extended to the remote countryside, allowing many rural peasants to benefit from electricity and other government-supplied necessities. Generous subsidies are given to the state-owned industries to get them growing after the end of the war, and prices of goods are kept as low as possible to alleviate some of the country's poverty.
Military Affairs
While many ordinary citizens have already proven to be effective spies, the government decides it needs an official body of spies to infiltrate the South and undermine their plans. A school for spies is established and the first batch of spies is sent to be trained, to be sent into action later in the year.
The 100,000 Soviet soldiers and large fleet are greeted with much joy by the North Vietnamese people, who welcome the sign of more commitment by the Soviet Union.
The fortifications on the southern border are built up even more. The southern two miles of the Nghe An province is evacuated of civilians and turned into a solid line of traps and tunnels meant to stop any invading army. Naval defenses are built on the coast in case the South Vietnamese decide to go around the line, and the bulk of the Viet Minh forces are stationed in Nghe An and Thanh Hoa provinces in case the invader does manage a breakthrough.
Airfields across the country are expanded in order to accommodate the aircraft being sent to North Vietnam. Likewise, ports in Hanoi and other key places are being strengthened to handle the navy's ships; a few submarines and light destroyers are built to supplement the small fleet. Unfortunately, the armed forces were not properly trained to use and maintain the new Soviet planes received since last year, so the performance of the nascent air force has been heavily set back. Support troops are trained to maintain the planes and train others in their use in combat. Rolling to see how well the hardware is adapted into the VPAF:
There are a few problems that persist here and there, but the integration of the planes is mostly a success.

And in response to the further martial entrenchment of the Vietnamese question, USA sends an assorted large stockpile of small seacraft (ships), tanks, guns, artillery and fighters for ASVN's direct use against the Communists however necessary SV finds it to be. In the addition to the American hardware, Trapnell does not wish for the Vietnamese to struggle in learning to wield the heavy weaponry all by themselves, so he summons a brigade of advisers & instructors to Vietnam for helping SV's military branches to integrate the complex hardware into their organizations. 3,500 instructors and 1,000 advisiors are now added to the 976 already there. The North Vietnamese government disavows any connection between it and the communist force recently destroyed in South Vietnam. We support this disavow and encourage nations around the world to deport their own native communists peaceably. We ask USSR and PRC to absorb their comrades into their populations as so the rest of the world would be so much better off without those insidious agitators causing harm and evil within their countries. This way, the large majority of the entire globe would be much cleaner and more secure in prosperity for all peoples, leaving a darkened corner for the irredeemably wicked to wallow in their own foolishness. Sino-Soviet Relations
In the light of the military exercise in South Vietnam and the signing of the Sino-American Mutual Defense Treaty, Mao Zedong declares that the PRC will continue to support the USSR. Mao Zedong also expresses wishes for closer cooperation with Nikita Khrushchev, and will be travelling to Moscow to discuss plans with Khrushchev.
First Five-Year Plan
Mao Zedong begins plans for an extensive industrialization effort that will begin in the 2nd half of 1955. Modeled after Stalin's Five-Year Plans, it's first aims are to construct about 700 large and medium industrial efforts, to develop agricultural producers’ cooperatives and to centralize capitalist industries. Mao also hopes the USSR will provide support for the Plan.
Counter Espionage
The Ministry of Public Security is allowed to tighten domestic control and expand the police force. Counterintelligence efforts are increased. A 1 indicates little improvement, while a 6 indicates major success. ||uVXuTj Some success is achieved, but the result is far from satisfactory. State security slightly improves. Meanwhile, Chinese agents contact ex-members of the now prohibited Communist Party USA, hoping to earn their cooperation. A 3 is required for some success.

This be 2nd half of 1955. Events being: Crisis!
President Eisenhower has authorized decisive action in light of the shock Russian deployment to Indochina. The task force stationed in the Phillipines steams to intercept the Soviet task force, aided by planes based in the Phillipines. The US forces hope to surprise and intimidate the Soviets into leaving, while the Soviets remain none the wiser. havLZ2_t
A 6 is rolled. As per the past agreement, this means a victory for the US. The American task force has successfully surprised the Russian task force, forcing them to turn tail away from Indochina. The USSR has to suspend all operations in Indochina for this turn. Moving on to country-specific events: PRC - China can allow the Soviet task force to dock in their ports, thus sparing them a long trip through Vladivostok. If PRC accepts, it gets one research roll (PRC is supposed to be able to research one turn after this). However, PRC must also roll one dice to determine the possibility of an incident. 1-2 means an incident happened, 3-6 means no incident. USSR - Khruschev struggles to deal with the fallout of the task force's failure both domestically and internationally. Domestically: Khruschev can choose to blame the scientists and experience a -1 debuff to research roll, to blame the officers and having commitment level 3 for two turns (until 1956 2nd half), or to blame Stalin's legacy. Internationally: Khruschev can choose to pressure Warsaw Pact members into giving more aid by sacrificing the space race/counter-espionage/influence roll. USA - Nothing for now. It's happy times in the USA. SV: -A labor shortage is looming in South Vietnam. While the population itself could fulfill the demand for labor, most of the population cannot escape working in farms due to lack of resources and strict landowners. Those that do move to the attractive civil service and military, leaving little for the newly set-up private business. -Parties in parliament have protested the government's handling of American aid. They have questioned the need for weekly reports to Americans while parliament receives none, and they have requested the installation of some local politicians in posts handling the aid money. The low tax rate in itself cannot support government programs, which is where the aid money comes in.
SV can accept and face corruption in the aid program or refuse and stop all government infrastructure, health, and education programs. NV: The combination of land reform programs and barefoot doctors have led to a worrying issue: educated doctors in the countryside have begun reporting on actions they see as abuse in the countryside. If these reports are left alone, they might undermine the credibility of Ho Chi Minh's regime.
