It seems like the Berlin vs. Konigsberg situation is complex in this time, since: The Prussian government was relocated to Berlin in 1701, with Konigsberg as the official capital of the "Kingdom of Prussia" (only the areas outside the HRE's bounds), while Berlin ruled over both that and the "Electorate of Brandenburg" (Prussian lands inside the HRE). Then, when the HRE was dissolved in 1806, the Prussians made all their land be included in the Kingdom of Prussia, with Berlin as its capital. A few short months later, Napoleon occupied Berlin and stayed in it for a while (1806-1813), so the administrative center of Prussia was Konigsberg. Source: Wikipedia. Someone else definitely has a better source. Tl;dr: you can make the case either way for which city was the capital of Prussia in 1812. Fascinating; I had not quite followed that Berlin had stopped being the capital solely because Napoleon occupied it. It's similar to how Cadiz temporarily became the capital of non-Napoleonic Spain. In any case, I have a personal (though remote) connection to Koenigsberg and wanted it to be a center on the map. As stated before, I will alter the terminology regarding "major harbors" to avoid any confusion that they might only be allowed to build fleets. Sounds like Königsberg stays, then.

nopunin10did, I think it's amusing to see a dizzy array of SC ownership changes such as this year: CA takes 1 from NS SH takes 1 and lose 1 to NS NS takes 1 from RH, 1 from SH, 1 from CH, loses 1 to SH, 1 to CA, 1 to UK CH loses 1 SC to NS UK takes 1 from NS, loses 1 to FR FR takes 1 from UK RH takes 1 from RU, loses 1 to NS AU takes 1 from RU, but loses 2 to RU DE takes 1 from RU RU takes 2 from AU, lose 1 to AU, lose 1 to RH, lose 1 to DE I've seen plenty of situations like that before in my Diplomacy 'career' but it's quite rare to have a list of changes THAT long, lol.

Then, this year, Spain gained three SCs (Ken, Cng, Nap), lost three other SCs (NYC, Btm, Cad), but also had one unit forced to disband, giving it a net result of two builds.
