The North Vietnamese delegation flatly refuses both proposals. While the Viet Minh is willing to leave Laos and Cambodia alone, they refuse to give up anything north of the 17th parallel.The loss of Hanoi and Haiphong is madness, and the first proposal doesn't even warrant a reply.
