Welcome to the Korean War. Keep in mind that the rules will be those of the Indochina RP, although you may not make Space Race rolls yet. Note that for the purposes of our RP, any event not explicitly mentioned will be assumed to go as in OTL. Also, phases will be a week long, representing six months. Spring (Jan-Jun) 1949Commitment levels (Korea):USA: 3 USSR: 3 PRC: 2 ROC: 1 Event: A House Still DividedParticipants: PRC, ROC, USAThe KMT forces in China are still in the south, but the situation looks dire. Many military advisors are pitching a retreat to Formosa (Taiwan), where the ROC can regroup. The ROC may choose to retreat to Formosa, or to stay in the mainland and fight. If ROC retreats, this event will have no other effects. If ROC stays and fights, PRC will have two choices: 1. Build up forces. PRC may not raise commitment in Korea this turn. 2. Attack. Roll one die (D6), and see what happens: - 0-2: ROC forces hold on. PRC loses a research roll, and PRC commitment in Korea is reduced to 1.
- 3-4: ROC forces are vanquished, but at a cost. PRC may not raise commitment in Korea.
- 5-6: ROC forces are decisively driven out. ROC may not raise commitment in Korea for three turns, and loses a research roll next turn. PRC will also receive a boost in future events dealing with the various warlords and cliques.
Also note that if ROC stays and fights, USA may choose to: - Provide additional materiel: PRC dice roll is reduced by 1 (if PRC rolls 1, it becomes 0, etc), USA may not raise commitment in Korea.
- Do nothing: do nothing.
Event: It's a Bird!Participants: USA, USSRThe Berlin Airlift is still going strong. The Soviet may: - Continue the blockade (may not raise commitment in Korea this turn).
- Negotiate an end to the blockade.
The US may:
- Continue the airlift (may not raise commitment in Korea this turn, and - if USA is supporting ROC in China - must lower commitment).
- Negotiate an end to the blockade.
- Abandon West Berlin, which may hurt you in future events.
If both sides choose negotiation, the GM will not administer consequences, and whatever agreement you come to will be acceptable. Candidates for CrisisThe USA or USSR may start a crisis in one of the following. - Malaya: local militants associated with the Communist party are fighting British colonial authorities. You could meddle here, if you feel like it.
- Palestine: the newly-declared State of Israel just had its forces slip into the Sinai, in what the Israelis claim is a tactical move against Gaza (part of Mandatory Palestine) and not an occupation of Egypt proper; Egypt claims the opposite. Note that at present, neither side in this conflict is strongly associated with either bloc (both Truman and Stalin's actions last year appear slightly partial to Israel, although Britain is strongly affiliated with Egypt).

Communist Party of China, 1st half of 1949 (not officially PRC yet) Commitment: Moving down to 1 Military Actions: N/A mostly due to first turn restrictions Now the victorious Chinese People's Liberation Army reorganizes its formations. These four formations which follows: First Field Army Second Field Army Third Field Army Fourth Field Army Quoted from Wikipedia for details (read if you want to): - The forces in Northwest China were designated the First Field Army, with Peng Dehuai as commander and also serving as political commissar.[2] The First Field Army was to comprise the 1st Corps Army and 2nd Corps Army, and totalled 134,000 men
- The Second Field Army took control of PLA troops in central China, with Liu Bocheng as commander and Deng Xiaoping as commissar.[1] It comprised three armies: the 3rd Army (10th, 11th Corps, and 12th Corps) 4th Army (13th, 14th, and 15th Corps), and 5th Army (16th, 17th Corps and 18th Corps), plus a special technical column, and totalled 128,000 men.

A bunch of sopping wet ninnies who were holding up the grand progress of liberation has somehow managed to obtain a mythical potion of temporary plot armor and somehow prevented the magnificently expanded and upgraded People's Liberation Army from completely annihilating the traitorous enemy despite the vast numerical superiority, despite the better supplied and equipped conditions, despite the superior fighting morale. The Chinese Civil War is still chugging along, unresolved, alas. The earth groans under the burden of division as the heavens thunders darkly in a celestial disturbance. China is yet to be united as one. Korean Intervention: Nothing too extensive at this moment other than drawing up battle plans and maintaining communications. The few remaining advisors were transported out of Korea by rail, back to China for the purpose of preparing for the inevitable establishment of the People's Republic of China in the near future. Foreign Affairs: (for other things that doesn't fit any of above)In response to USSR's Far Eastern Theater actions, The CCP sends thanks profusely to Moscow for the surplus WW2 war materiel. USSR, Jan-Jun 1949 (Done, Dr. Hendrei Gromsinger ) Commitment level: 3 Event: It's a Bird!The Politburo decides to continue the Berlin Blockade. Realizing that Communists elsewhere, especially in China, are in an advantageous position, the Politburo adopts a policy of tying down Americans in Berlin. Comrades Mikoyan and Molotov, of both the foreign trade and foreign ministry posts, announces this policy in Pravda and in public speeches to the party. Comrade Malenkov and Beria lavishes glowing praise on the piece, while Stalin remains silent. In applying this policy, the Politburo decides on strengthening the VVS, especially with newly-developed MiG 15 fighters that can intercept American transports and bombers well. To this end, Stalin authorizes R&D resources on mass production of MiGs. While this diverts away resources from the nuclear program, Comrade Bulganin is confident that a strong fighter presence would shoot down any nuclear bomber. A short account of what happened in the Politburo meeting is as follows: Stalin, fearing further escalation with the Americans, recommended continuing negotiations. Beria protested against this, arguing that pressure must be kept on Berlin lest the US diverts their forces anywhere. Beria's proposal is met by approval from Malenkov (his natural ally), Mikoyan (having visited Mao, he is optimistic on the prospects of a Chinese Communist victory), Molotov, Bulganin, and the rest of the Politburo. Rumors abound that: Mikoyan had privately spoken to Beria earlier - both shared a concern to Communist China. Beria initially doubted the wisdom of provoking America, wishing for close trade relations, but Mikoyan countered by pointing out that more favorable terms with America can be negotiated the stronger their position is, the economic potential of having friendly Communist countries, and the potential of undermining an increasingly paranoid Stalin. Beria, being Beria, intimidated the rest of the Politburo into following them. Domestic AffairsThe strength of the Beria-Malenkov bloc, especially given their refusal of Stalin's recommendation on Berlin, increasingly worries Stalin. Knowing that Beria and Malenkov is too powerful to just purge, Stalin decides to invite other powerbrokers to Moscow, creating rivals to Beria and politicians grateful to him. Stalin appoints Khruschev, having gained prestige from successful management of Ukraine, to head the party in Moscow. He will arrive in the second half of 1949, disrupting Malenkov and Beria's dominance. Furthermore, as much as Stalin hates giving credit to Leningrad communists, he decides to oppose Malenkov and Beria's planned purge of Leningrad, further weaking them. Gathering allies, intimidating, and pulling some favors, the result is (will roll, 1-3 fail, 4-6 success) 5 on discord Stalin's attempt is a success! Popkov, Kuznetsov, Voznesensky and other Leningrad communists do not get purged, and instead receive promotions. This returns the balance of power between Stalin and Beria-Malenkov to what it was before the Berlin debacle. On the economic front, Gosplan continues WWII reconstructions and collectivization of agriculture. Normal economic progress occurs. (4 rolled) Agricultural harvests are increasing according to plan, industry is growing, slightly better than average economic growth. On Korea Sending Weapons
Stalin, fearing another Tito after seeing North Korea brazenly sending weapons to foreign communist parties without approval, immediately halts any arms shipments to North Korea. Through Molotov, he makes it clear that the USSR has final authority on where their weapons go; if the USSR had wanted Soviet weapons to fall to Malaysian or Vietnamese hands, we would have sent it. If the USSR sent weapons to Korea, they remain in Korea. Further, any delivery of equipment from Korea to Communist parties going forward must be approved by Moscow. Arms shipments will only continue if these shipments stop, and any future shipment must go through Moscow. Further, Moscow would like to see which idiot responsible for the policy in a Gulag, or executed. Foreign AffairsThe Council for Mutual Economic Assistance (COMECON) is formed in January of 1949. Gosplan chairman Voznesensky, saved from Beria's purge, proposes the establishment of a price system and trade laws to regulate the exchanges going to and from COMECON countries. The proposal is unpopular, since establishing such a system would grant power to COMECON at the expense of its member countries' sovereignty. However, seeing the need to take away foreign policy spotlight from Beria, Molotov, and Mikoyan, Stalin grants him the authority to speak in favor of the proposal in COMECON's first conference. Roll to see the outcome (I think this is a min ): A 5! Voznesensky's plans are approved, and in the course of the year planners will draft a price system and rules. Moreover, the Soviet Union grants North Korea and Communist China observer status, outside of the usual complement of Eastern European states. On the political front, Cominform is expanding to include more communist parties. The Vietnamese, Malayan, and other Communist parties are invited to join, to gain political assistance in furthering socialist struggle. Far Eastern Theater
In the Far East, the Soviet Union sends significant amounts of surplus WWII equipment to Communist allies. This includes SVT-40 semiautomatic rifles, PPSh submachine guns, T-34 and T-44 tanks. 200.000 surplus SVTs will be sent to China, 80.000 to Korea. 800.000 surplus PPSh will be sent to China, 120.000,00 to Korea. Further, 1000 T-34s will be sent to China and 200 to Korea. The deliveries are expected to take some time, with all equipment being delivered at the end of the year. On the air front, the Soviet Union sends significant amounts of aircraft to China and North Korea. This includes Yak 9 fighter airfcraft and Il-10 ground attack aircraft. The Union plans to send 450 Yaks to the Chinese, 225 to the Koreans, and similar numbers of Il-10. The Union also establishes mutual training programs between Soviet pilots and Chinese or Korean pilots. Surplus WWII aircraft are used to habituate new pilots to flying a plane, awaiting the delivery of more advanced jet aircraft. The head of the Far Eastern Military District, Nikolai Krylov, invites leader of the Soviet faction Ho Ka-i to Vladivostok. Here, the Soviet Union reaffirms their support to Ho, and advises him to ally with Kim Tu-Bong of the Yan'an faction and Chu Yong-Ha of the Domestic faction to counter Kim Il-Sung's rising influence. Furthermore, Krylov assures Ho that repatriations of Koreans in Soviet republics will be conducted, further swelling Ho's ranks. Research
As directed by the Politburo, research focuses on MiG fighters. The first attempts on mass-production goes as follows: Rolled on discord, got 4. The MiG is nearly ready for mass production - a few small defects are found, and research is reattempted. Got a 5 (discord roll) A great success! Not only is the MiG ready for mass production, several cost-saving and performance-increasing improvements are found. The first MiGs, rolling off the production line in May and June, are immediately assigned to experienced ex-WWII pilots in the VVS. In these months and the following months, VVS MiGs are ordered to intercept American planes airlifting Berlin. Once the transports are intercepted, the MiGs are ordered to fly by close to the transports while not engaging them. Such tactics are expected to dissuade American pilots from flying into East German airspace. In the next phase, MiG production would be able to equip the VVS and start deliveries to other Communist nations in Eastern Europe and Asia.

People's Republic of Korea. First half of 1949
The country renames itself to the PRK from the DPRK.
Government:
Kim il-Sung (leader of the Guerrilla faction) becomes Premier. Ho Ka-i (leader of the Soviet faction) takes up the role of the President. Choe Chang-ik (leader of the Yanan/Chinese faction) becomes Premier. Chu Yong-ha is the Chairman of the WPNK (also leader of the domestic faction). Lastly, Ho Hon takes the office of the WPSK Chairman. The bulk of the power has been concentrated in the hands of the President, as it is agreed by all factions that the Moscow faction will take guidance from the USSR and will lead the nation.
Foreign Affairs:
Envoys are sent to all of the Second and Third World and to colonies that have become recently independent, so that the PRK may be recognised as the sole independent Korean nation. In the third world this isn't met with much success but of course every socialist country recognizes the PRK immediately.
The Workers Party of South Korea:
The PRK wastes absolutely no time in giving refuge to the Workers Party of South Korea (WPSK) and to its top and middle-level leadership. Though lower-level cardes slowly join in as well. It must be noted though that the WPSK and the WPNK exist as legally separate bodies and that the WPSK will be installed/launched as the sole legitimate party in Seoul in order to unify SK when events leading to that take place. Of course, coordination between the two is incredibly close, with the top leadership of either party attending meetings of the other faction rather frequently.
Military:
The Korean People's Armed Forces (PKAF) is formed, consisting of: The KPA (Korean People's Army, some 250,000 men). The KPN (Korean People's Navy, about 10,000 men) and, The KPAF (Korean People's Air Force, some 50,000 men).
The Worker-Peasant Red Guards (state militia) has about 500,000 militiamen, 100,000 of them are being trained at present. The Korean Women's Red Guard is also created to fully exploit communist propaganda and has about 200,000 women, half of them untrained.
Army personnel at present are training on either side of the Chinese border. Pilots are trained in Siberia. Military hardware keeps flowing in from the USSR, of all kinds and sizes.

Republic of China Zhōnghuá Mínguó Spring 1949 Shh! We're Researching! [Technology]In any war, technological progress is a necessity in order to be able to develop, produce, and use more useful weapons of war against an enemy. However, our indigenous industry is only limited to small arms, licensed production of said small arms, and a miniscule amount of heavier equipment. That being said, Minister of National Defense Xu Yongchang has ordered attempts to attempt reverse engineering of already acquired weapons systems. In consideration of British and American interests, our reverse engineering attempts will be strictly limited to captured Japanese and leased Soviet aerial assets as well as captured Japanese vehicles. With a limited research capacity, the research will be conducted so as to reverse engineer the Kawasaki Ki-61 fighter aircraft. With primarily dogfighting capabilities, success would mean that the ROCA can stave off the bloodthirsty Communists for longer, at least in the skies. A 4 or higher would be needed to completely reverse engineer this 7 year old aircraft. [6, from Discord bot] The complete success of the roll left Nationalist Chinese researchers overjoyed, as they not only manage to somehow perfectly replicate the aging Ki-61 fighter down to the last detail, but also managed to re-implement the autocannons and latch mechanisms seen in later production variants. This would allow for theoretical close air support and light bombing capabilities seen on later production variants of the Ki-61. Production of the Ki-61 will immediately begin in the southern factories as well as Formosa, with expected production to be 250, hopefully exceeding expectations and hitting 500. Korean Intervention
The Republic of China, following the impending collapse of any and all ROCA resistance against the communist aggressor in the Hebei province, as well as any and all resistance surrounding the Xuzhou Command Headquarters, our priority in any potential conflict on the Korean peninsula is not only nonexistent, but will remain to be nonexistent...for now. Despite our ideological similarities between the Republic of China and the Republic of Korea, the ROC is not in a position to help our Korean friends until we have dealt with the menace that is the Communist Chinese infesting our lands. Only when we are more stable can we consider involvement in protecting freedom and liberty on a theatrewide scale. Counter-intelligence and IntelligenceRife with corruption and instability, the Kuomintang and the ROCA is on course to dysfunction and defection to the Communist Chinese. To address this, the Counterintelligence bureau will conduct investigations into its military to determine their loyalty to the ROCA and whether they are defecting or not. A 4 or higher will be necessary to discover a non-insignificant portion of deserting/defecting ROCA troops within the army. [3, from Discord bot] Few soldiers and officers have been discovered to be planning on defecting or deserting. It was most likely that after word began spreading of the Counterintelligence Bureau conducting these investigations, either from the sloppiness of their work or that there was a mole. Unfortunate. This work will have to be continued at a later date as further efforts will be organized and carried out to preserve freedom and liberty. The Blue Sky with a White Sun Remains! [Event]In a surprise move, the Generalissimo Chiang Kai-shek defies Chief of the General Staff Gu Zhutong and his entourage of military advisors, declaring that "if the Communist Chinese are not defeated here and now, then we never will in the next thousand years!" The general staff have already protested this decision, citing the untenable positions all across the generally established front, along with an unholy amount of American equipment about to be lost to the communists. Such a decision, however, would have to be backed up with a reasonable plan of action. Although it is impossible to save hundreds of thousands of soldiers trapped in pockets in Hebei Province and the areas surrounding Xuzhou, we will utilize our superior naval and river assets to buy as much time as possible for our trapped forces in Beijing, Tianjin, and Qingdao before their collapse while we evacuate as many troops as possible via sea. If unable, especially for the Beijing garrison, we will conduct evacuation of the most critical general staff. In the Xuzhou area, along with Taiyuan, while we still are able to effectively use our aerial forces, our aerial assets will conduct close air support and bombing missions in the area to buy time while we conduct evacuations via air. Defections have been rising by the day, but we hope the navy and air force can pull a miracle. A Burning Plum Blossom [Military]For our remaining troops that can still fight, the Generalissimo went on to declare that no soldier of the ROCA would be needlessly left behind, of which drove his decision to not pull out of the mainland. The morale of the troops were worsening by the day, and any troops left to fight the Communist Chinese by themselves would not be able to do so for very long. For now, the most that the Kuomintang can do is to withdraw to a more secure defensive dispositions across the wider front spanning the Hubei, Anhui, and Jiangsu provinces and wait for the Communists' next move. General Li Zongren will take command of the remaining defenses. We have lost a lot of equipment in the Xuzhou area, but we hope that the Americans can continue to supply us. That being said, reforms will eventually have to be made in order to win the people over as well as fix the bureaucratic problems plaguing the Republic of China. Distribution of ROCA Forces as of January 1, 1949: Taiyuan - 70,000 troops [Besieged, cannot be called upon] Datong - 10,000 troops [Besieged, cannot be called upon] Nanjing & Jiangsu Provincial portion of Zongren's defensive line - 70,000 troops Zongren's defensive line, non-Nanjing-Jiangsu - 520,000 troops Shanghai Garrison - 210,000 troops Beijing-Tianjin Garrison - 350,000 troops [To be attempted to be evacuated] Gansu-Ningxia Provinces - 175,000 troops Smaller Garrisons countrywide - 165,000 troops There will undoubtedly be troops left behind lines as a result of the effects of the encirclements as well as overall inability to fall back to safer lines. Conventional warfare was no longer an option for the many thousands of troops who have to face a much larger communist Chinese force. Guerrilla warfare was now the only option as unconventional means were conducted to resist their advance. Although in theory siding with the bandit factions nationwide would help towards resisting communist aggression, the Kuomintang was also aware of the tainted public image they would receive from doing so as the local population would prevent any success with guerillas. Thusly, any official cooperation with them will be out of the question and will instruct forces left behind to not work with the bandits. Unofficially, however, the united goal of fighting the communist occupation remains, and cooperation will only occur if all other options of effectively putting up resistance are made impossible. Foreign AffairsWith the imminent collapse of massive portions of the Republic of China Army in the recent northeastern campaigns, a lot of equipment has been lost. Although public image of the ROC is as low as ever, equipment is desperately needed to stave the communists off. Foreign Minister Wu Tieh-chang is expected to hold a meeting with the American delegation ( Chancellor Otto von Bismarck ) in order to determine whether the Americans would be willing to continue to supply the ROC...the future of freedom and liberty count on the Americans. Additionally, the British government will be contacted to petition for their support in the current civil war. [END OF TURN]

[Rhee Syngman, the first elected president of the Republic of Korea, giving a speech in Gwanghwamun Square, Seoul] 4 years has passed since the liberation of the Korean peninsula. Now, the enemy from the outside is no more a big concern to the Korean people. However, the true enemies of the state lie within this nation: Kim Il-sung and his fellow Communists are trying to deceive us from creating a sovereign, democratic government that we have always dreamed of. They are instead preoccupied with bringing chains to tie our people once again. They wish to enslave our people, with the evil Russian Communists as our new masters. Cooperation with them seems impossible, and we, the South - below the 38° line, that is - had no choice but to hold our own democratic election. Dr. Rhee, who was formerly the president of the provisional government of the Republic of Korea, has been elected president of the South.President Rhee has recently made a speech to the Korean people in Gwanghwamun Square (photo above) regarding the current affairs of the Korean Peninsula. "A wise man once said that a Communist is a person who read Marx and Lenin, and an Anti-Communist is a person who understood Marx and Lenin. I cannot agree more. Communism is a disease that infects the peninsula, dividing our beautiful nation in two. We must stop the division, and there's only one way to stop it. We must drive out the Communists! A big question confronts us. It is a question regarding the fate of the Korean people. We are now standing at the crossroads of slavery and freedom. We choose freedom!" President Rhee has announced that there will 'be no mercy for Communists' and promised to continue his struggle until no more Communists remain. To achieve the goal, the president has insured that close cooperation with the Americans is essential.
JUSTICE OF SEOUL
[Korean war criminals taking a photo with Itō Hirobumi] President Rhee ordered to arrest Koreans who cooperated with the illegal Japanese rule over the Korean peninsula. As a result, approximately 1,000 people were captured and were sent to Seodaemun prison, Seoul. The 708 people includes the Five Eulsa Traitors, the Eulsaojeok, who signed the illegal Eulsa Treaty confirming Japanese domination. The five traitors includes Yi Wanyong, Yi Geuntaek, Yi Jiyong Park Jesun and Gwon Junghyeon. 29 of the traitors, including the Five Eulsa Traitors, were sentenced to death. Their execution was swiftly held at the Gwanghwamun square, and all of their illegally accumulated wealth were returned the South Korean government. 679 additional men were confirmed guilty at court, and has been punished severely for their treachery against the state. Such a radical policy is expected to have some impact on the Korean economy, as a lot of the traitors were running enterprises and leading the Korean economy. Thus, there will be negative impact on the Korean economic growth for several years at the least. However, with justice served, the Korean people's support for the newborn government is higher than ever. North Korea is pressured to hold a similar trial for traitors living in the north. President Rhee has formed his cabinet. As tensions rise in the Far East as the conflict in Korea threatens to spiral out of control, his opponents question if he can lead America through another conflict like Truman through the end of the Second Great War. Dewey's campaign manager, John Foster Dulles, joins him as Secretary of State.
A House Still Divided
Not long after his swearing into office, Dewey is presented with new information from American contacts in the RoC. Given the options of withdrawal to Taiwan, or holding their ground, the Nationalists have chosen the latter, and so shall their American supporters. Dewey approves the continued supply of the Nationalist Chinese with American material in the event of attack from the CCP.
It's a Bird! The Berlin Airlift continues to go as planned against Soviet aggression in Eastern Germany. The continued operation is against Dewey's liking, and draws American commitment away from East Asia, but Soviet aggression will not deter the former Allied Powers; now known as the North Atlantic Treaty Organization, as of April 4th, 1949; from relieving the occupation zones of Berlin.
Research
The F-86 Sabre is introduced this year, becoming the primary Air-To-Air fighter of the U.S.A.F. However, where one tool is introduced, another is needed elsewhere. The F-89 Scorpion, developed by Northrop-Grumman, is set to enter service in the second half of the next year. Authorizing a grant to N-G, it is hoped that overtime work can complete development for the Winter. 4 needed.

Northrop-Grumman presents the aircraft to Dewey at an airshow for it's first flight in late May, with the surprise announcement that after receiving a generous grant from the U.S.A.F., the F-89 is completed further ahead of schedule than even Dewey anticipated. The first shipment of aircraft is due to be delivered by the beginning of the New Year.
Dewey also delivers requests to America's small arms manufacturers to increase production to support the Korean and Chinese war effort.

People's Republic of Korea. Second half of 1949. The Pyongyang TrialsSeeing the illegitimate state ( Victor Katz) launch a trial against our former colonial overlords, Pyongyang too decides to do the same. 2000 men who were complicit in selling our nation out to the Japanese are arrested. Out of these 1000 are massacred in front of the people in the capital, with the other 1000 being deported (as well as the remaining 4000 Japanese that were still in the country) back to their own country. Another Tito?Moscow ( tpc) has made it abundantly clear that no such "endeavors" shall be made by Pyongyang that may tarnish the reputation of the USSR. Pyongyang, seeing no other choice, accepts the verdict, as failure to do so of course may have even worse consequences. Some low level inefficient party members are blamed for the whole event and jailed as a consequence in order to save some face. MiscellaneousBusiness goes on as usual in the country. Birth rates start to rise as peace seems to be coming finally to the Koreans. A few thousand Koreans also come to live in their country from China and the USSR (nevermind the 200,000 or so that had already crossed the border with the illegitimate state before 1949). Military hardware keeps flowing as usual within the country, significantly bolstering the defense of the newborn nation. Soviet manpower starts to arrive in force to train the military as a whole. Drills and training get much more intense. All 600 tanks and 20,000 men in the armor are placed in their own independent division Strengths of All Units: Each division has 20,000 men. [Streets in Seoul] President Lee has announced the 4-year plan to redevelop our economy after the Japanese occupation. The plan will be named the 'Sejong Plan', named after the great Korean king of the Choseon dynasty who invented the Korean character, Hangul. Minister Kim Hyosuk of the Internal Affairs and Minister Kim Doyeon of the Economy shall together lead the plan. After the 4-year plan, Korea is expected to have factories for Heavy Industry. President Rhee expects Korea to be able to start exporting cars, boats and bridges by the end of this year. Rhee, acknowledging Das Wirtschaftswunder of Germany, wnats Korea to have her own economic miracle.
The policy by far seems like a success, and industrial cities, such as Ulsan, Yeosu and Pohang are starting to develop. Also, the president showed interest in American (Chancellor Otto von Bismarck ) technology. He wishes to discuss such affairs in the summit, which he expects to happen in a short amount of time.
Military Reform
[General Paik Sun-yup, the new Commander of the Korean Army]Acknowledging the treat from the North, president Rhee has appointed General Paik Sun-yup, a promising young general in his 30s. General Paik has promised President Rhee modernization of the Korean military, and to increase both the quantity and quantity of the Korean military. The Korean military will double in size within next March with Paik's recruitment program. Also, he requested the president to purchase army trucks for the mobilization of the military, a daunting yet important task.
Currently, the Korean military consists of 90,000 troops, forming 9 divisions.

Soviet Union, Fall 1949Stalin's departs to his dacha for medical procedures. He is escorted by Beria's NKVD men (to prevent the doctors from doing anything weird) and Red Army veterans (to prevent the NKVD from doing anything weird, too). The multilayered security, though prone to poor coordination, prevents any faction inside of Moscow from doing anything to Stalin - the biggest threat in this arrangement. Domestic PolicyNikita Khrushchev, newly appointed party head of Moscow and member of the Politburo, enters the fray. Absent Stalin, Khrushchev has no benefactor in Moscow, and is as of yet unable to make any significant impact in politics. The Politburo answers to the Beria-Malenkov bloc without Stalin. Privately, opposition coalesces against them - the Leningrad faction, having known of Beria's plan to have them purged, is a natural enemy. Some doubt the bloc's judgement when news of Mao's loss against a weakened Chiang reached Moscow, and some saw Chiang's eventual retreat as proof of their good judgement. While opinions are divided on Beria, the party is squarely disappointed in Voznesensky, the Leningrad faction's standard-bearer. Voznesensky's prestige, as chairman of Gosplan, hinges on the performance of the economy - and it is stagnating. While the past two quarters' economic performance prevent his sacking, more and more support ebbs away from Voznesensky. Khrushchev sees an opening - he proposes a set of economic reforms. More collectivization, settlement of Far Eastern lands through incentives, and agricultural diversification (corn, mainly). Voznesensky, seeing no other option, implements the plan - Khrushchev, not being a senior economist, can shift blame to Voznesensky for failing to see the plan's foolishness should the plan fail, and he can take credit should the plan succeed. The Khrushchev-Voznesensky bloc begins to garner support, against the Beria-Malenkov bloc. Foreign PolicyIntrigue between the faction starts outside of the Union. Voznesensky is slightly more successful internationally, garnering support for his rule-based COMECON. Communist economists and jurists start drafting trade rules, and lobbying begins. Progress is steady, with some rules finished and some leaders convinced. Beria, personally against the occupation of East Germany, convinces the Politburo to leave Berlin. Mikoyan and members of the party sympathetic to him follow Beria's order, since Berlin has served its purpose. Mao has won, and the Americans need not be tied down anymore. In exchange, Beria announces an increase in commitment to North Korea. Soviet advisors and veterans are to be stationed in Korea, officially training the DPRK's armed forces. More modern weapons are sent, mainly MiGs, fresh off the mass-production line. Production has fulfilled Soviet and Eastern European air needs, so more and more come to Asia. Many party members make the observation that Stalin would not have approved of such an aggressive foreign policy. However, the ball has rolled, and reversing Beria's decision come with even more adverse consequences. Morever, nuclear success means that the Eastern Bloc now is on par with the capitalists, and is very much able to resist and counter and nuclear attacks from the West. Far Eastern Theater
General Krylov continues sending men and machinery into Korea. The 99th Guards Rifle Division is attached to the DPRK's nascent army, its regiments attached to different divisions of DPRK's army as advisors and trainers. Moreover, regiments from the 201st Fighter Aviation Division, totalling 36 MiGs, are posted to Korea as trainers. A shipment of 220 MiGs, worth three air regiments, are to come in droves until the end of next year to Korea. Trainers are also sent to China, this time with 360 MiGs, about five air regiments. Krylov is also notified of a planned KGB operation to form intelligence cells in Japan using the Japanese Communist party. These cells would then be used to spark incidents among US forces and locals, to sow discontent with US military presence. He approves of the operation, and in December receives word (a 6 roll) that the operation is a success - many agents have been recruited in almost all of Japan, and several minor incidents have been sparked. Discontent is growing against the Americans, and Japanese cells are ready to receive further orders from Moscow.
