[RP Concept] Dagestan 2000: A Republic, if you can keep it

Following a Discord chat with Frederick the Great , I present my thoughts on a theoretical Dagestan sequel.
First point: we should not attempt the same confrontation/power-struggle modality of the original. We get too salty; it's a bad idea. In the sequel, we'd need our characters to be in roughly the same boat, facing common challenges. Thankfully, the main rivals still available to us, Meyers and Karimov, both seem to be Third Way neoliberals with a pro-western streak.
The setup:
I've figured that the most interesting space to explore would be a few years after the original RP, as our intrepid heroes try to modernize, westernize, and liberalize their country.
In my headspace, the Dagestani political system will be divided between three groups:
1. The Centrists/Liberals/Reformists/Neoliberals:
These are the folks who want to join the west. Riding on the popularity of booting out the old guard, and the fact that they haven't had the chance to break too many things yet, these guys would be the predominant political force, commanding the urban and suburban populace as well as the youth vote.
They themselves will likely vary on how much to privatize, how much of a welfare state to maintain, and how much they should cozy up to NATO and the EU.
2. The Conservatives/Traditionalists:
While disavowing the Soviet-style model of Zakharovich, these folks would represent the return to more traditional ways and values, and a desire for closer ties to Russia and its new leader Putin, as opposed to the west. They'd command great support in the rural areas.
While a minority, they could become a majority if the Liberals screw it up.
3. The Old Guard Remnant:
Some small sector of the population would still miss the old days and the old ways, and the old leadership would still cater to this minority.
The Challenges:
With the amount of fodder we have, we can make endless sequels sporadically, as Dagestan would face many challenges, such as:
1. Greater European integration
2. Relations with Russia and the Chechen conflict
3. Privatizing things
4. Advancing the oil business
5. Bringing prosperity to the little guy, fostering new industries
6. Promoting education
7. Secularizing
8. Sprucing up everyday things like the healthcare system and the transporation infrastructure
9. Sustaining the infant democracy
The RP can be turned into a franchise, giving one month to deal with 1-2 issues, and then running other RPs for a while, then coming back to Dagestan, if we like the setup.
