Housekeeping:
You will notice there are less colors on the map. This is as follows:

The Ottoman Empire has no SCs left. It is eliminated, and its units disbanded.
Poland-Lithuania and Saxony has resigned. As it has only one SC, it is reduced accordingly to a neutral. The Free City of St. Petersburg is a Catholic Christian nation.
France has resigned. Its unit in Bur is accordingly disbanded, and Marseille and its army are transformed into a neutral. The County of Provence is a Catholic Christian neutral.

Both the Free City of Saint Petersburg (StP) and the County of Provence (Mar) may receive DPs, like any neutral.
If Russia retakes StP, it may build there, naturally.

At this time, I also note that the winning requirement is 15 SCs, and I will note how close each power is.
